Yes, it looks like a cellphone circuit board, sans case and
keypad. I don't see a battery. Was it wired to the vehicle's DC
power through a voltage regulator? A digital forensics analysis of
this cellphone (if that's what it is) may yield some useful
information. I can refer you to someone who does that if you want.
