Passport fraud is a very big problem in the UK and across the European
Union. The reality is there are ready sources of legitimate, original
passports with spurious information on them. these come from two main
sources.

One - Passports obtained by using counterfeit or stolen base documents
(usually a birth certificate). Now if you were born in a little
hospital or home in the middle of nowhere in 1953 your birth
certificate is easily forgeable and very hard to accurately verify.
Make an application with this and you will often succeed. Reapply/
renew an old/stolen passport that was created before computerised
databases were effective, add a new picture and collect your
legitimate (illegitimate) passport.

Two - Buy a real passport from criminal operators straight out of a
European passport office (search for BBC's 'my fake passport and me').
This is not possible in all EU countries but there are many where you
can buy real passports for cash.

There are many other methods of course.

Now we have ID cards coming to the UK in 3 years or so to 'combat
terrorism'. Unfortunately I (and others) find it hard to see how this
will improve matters. The card has already been cracked (indeed, like
the biometric passport you can read the RFID straight off it),
hopefully they will spend some time tightening it up but if we have
learnt anything is that it will get cracked sooner or later.

The main problem is at best it will show you a legitimate person
holding a legitimate card, it will actually help the bad guy as once
they obtain the card the general perception will be they are
legitimate. How will they get the card, they will apply with their
passport!

It has been proposed that there will be interview centres where we
will all have to go to apply and this is where the illegitimate
applications will be discovered. Unfortunately this is not practicable
for 58M people, will infringe on liberties in a big way and is totally
reliant on the people doing the job. Anyone who has worked CT OpSec
knows that questioning and profiling is a great tool to spot the odd
person out but it is dependent on the skill and cultural knowledge of
the operator. The reality this job will be done by low-waged, low-
skilled workers with a script. With such a multi-cultural society it
will be very hard for consistent results and political-correctness
will tie the hands of the operators. Sorry to rant.
