Eric (and the list),

It tends to be difficult to the inspect what appears to be the inside
of a solid wood conference table, the inside of a masonry wall, or
buried into a door that you can not cut open to inspect without
offending the client. This is where the diagnostics instruments come
in, so that you don't get to cut the desk into sawdust and pass it
though a #10 screen (although the sledgehammer and sieve approach
tends to be quite effective).

The instruments also give you an advantage over the eavesdropper as
it let's you detect his bug before you get within range of the same
bug. The spy may plant a 4.4 GHz video transmitter into a light
fixture, but you can pickup that signal 100 feet or more away from
the room that you are going to check, and can actually detect the bug
before the spy can detect you detecting the bug.

In the rare event that you miss the RF signal, but find the
transmitter during the physical search the actual bug may be found,
but the spy will be gone (as he has literally seen you coming).

In any event, all of the fancy, millions of dollars of laboratory
test equipment still eventually comes down to the basics of skilled
TSCM specialist, a flashlight, and a ladder. Everything else is used
to give you an advantage over, or leverage on the eavesdropper, and
every tool that you can add to your tool kit against the spy
drastically enhances the effectiveness of your efforts.
