You can get software that generates white and pink noise, and burn it = to a CD and play on any audio equipment.  You can even but the CD's pre-mad= e on EBay.  This is a cheap approach.

I have a government client who wants a white noise or o= ther volumetric room
masking  system but have never tested one that wo= rks better than just
turning up the aircon! Any suggestions (I have tried = to build a 40 and 41
khz audio gennie with a theoretical 1 khz resultant = tone but could not get
that to do the job either)
