In an August 9, 2006 decision by the Judicial Panel on Multi-District
Litigation, the 17 suits concerning NSA domestic spying have been
consolidated to be tried in Northern California District Court (where
the EFF v. AT&T case is underway):

DoJ had initiated the panel's review to get all the cases consolidated
in Washington DC to protect classified information related to state
secrets.
The panel said no, for none of the cases were based in DC,
Northern California had established procedures to protect
classified information, the first case had been filed there,
that case was well advanced, and the presiding judge was
well-versed in the issues.
Today's stop order refers to the NoCal case as having provided
evidence that much of the information allegedly needing protection
as state secrets had been made public.
Imagine 17 teams of lawyers working smoothly, say about 6 per
team, or about a 100 snarling wildcats going up against the three
DoJ sleek pussies, only one of whom, Anthony Cappolino, Special
Litigation Counsel, really knows what NSA needs to hide. Cappolino
has been handling NSA cases for over a decade, and wins just
about all of them with purrs and whisker licking.
