Manila, Philippines (AHN) - A former military intelligence agent on
Friday told a senate panel investigating the "Hello Garci" scandal
that the two major mobile communications firms in the Philippines
were involved in wiretapping.
ABS-CBN News quoted Vidal Doble as saying that the military
intelligence unit ISAFP could not have done its eavesdropping
operations without the help of people from Smart Communications and
Globe Telecoms. He said his superiors have contacts in the two companies.
The Senate panel, which is reinvestigating the alleged poll cheating
of Arroyo dubbed the "Hello Garci" scandal, will summon operations
people from Smart and Globe to testify in the next hearing of the case.
During Friday's Senate hearing, Doble explained to senators that
ISAFP agents used Nokia 3600 handsets to listen to people under
surveillance talking on their cellular phones. He said such phone has
a memory SIM that automatically records conversation from other
phones. The recorded conversation is then transferred to a computer
and transcribed.
Doble said he and other ISAPF agents were ordered to tap cellular
phone conversations of Senator Gregorio Honasan, the late opposition
presidential candidate Fernando Poe Jr., former agrarian reform
secretary Horacio Morales and former presidential chief of staff
Michael Defensor during the May 2004 elections.
During the eavesdropping mission, they heard President Gloria
Macapagal-Arroyo, a candidate for reelection, talking to a poll
official believed to be that of Virgilio Garcillano. The taped
conversation, where the president asked Garci to ensure her a one
million vote lead over main rival Poe in Mindanao, came to be known
as "Hello Garci."
