I agree with what you say, but would (time permitting) start with a
microwave spectrum analyzer to create the frequency report for an
area, and the set up the ladders and flashlights.

When I have sufficient time available, in some cases I will not use
anything other then a couple of ladders, shop lights, tool-belt, and
flashlights as I do not what to fire up ANY electronic devices until
the initial physical screening and drafting is completed, and so the
spy sees us in the building for a few days before we smuggle in the
test equipment and start running the RF work.

In most cases, I model what I expect to see on the airways before I
even leave the office, the set up near by at several points to
collect ground data (usually at least 1 mile from the target or
more), then really close to the building (at the 300 or 1000 foot
distance), when in the building but not on the sound stage (within 30
feet outside), and then finally right next to the sound stage.

Many TSCM folks lack ladders and flashlights, and are not comfortable
inside ceilings, or do not know what to visually book for.
