I am not sure how relevant this is but it may be of some help.

The Federation of American Scientists Project on Government Secrecy
has had a recent posting somewhat related to your topic. Try going to
"fas.org/blog/secrecy/" On Oct.16/08 they released Issue no. 100 of
Volume 2008. One of the subjects was "Air Force On Directed Energy
Weapons Safety" They had a link to Air Force Instruction 91-401 of
Sept. 29/08 dealing with Safety of Directed Energy Weapons. The
Directive implemented Air Force Policy Directive (AFPD) 91-4 - Dircted
Energy Weapons Safety.The need for this policy arises because "DEW
systems create unique hazards that are different from conventional and
nuclear weapons."

"Potential DEW systems convered by this instruction include, but are
not limited to, high-energy lasers, weaponized microwave and
millimeter wave beams, explosive-driven electromagnetic pulse devices,
acoustic weapons, laser induced plasma channel systems, non-lethal
directed energy devices, and atomic-scale and subatomic particle beam
weapons."

I have a question that I know has sparked much debate. Can anyone
