It looks like a handheld o-scope or logging multimeter with a bogus label o= ver the actual brand name, uses deceased guys for references, and includes = an ancient phone phreak g-file as part of the description.

A KS-8455= kick-meter and a copy of TM 11-757 would do just as well, and cost signifi= cantly less.
