equipment for the government including the Scorpion, and similar cover
digital devices. The FBI, CIA, State Department, Department of Defense,
DHS, and other intelligence agencies use, or have used their
gear.

William Karl Heineman
FBI Agent, Consultant

William Karl Heineman, 69, a retired special agent with the Federal
Bureau of Investigation and a counterintelligence consultant, died July
15 of complications from diabetes at his home in Darnestown.
Mr. Heineman was born in Rochester, N.Y., and received a bachelor's
degree in mathematics from the University of Rochester in 1959. He
received a law degree from Boston University in 1962 and completed a
national senior cryptologic course at the National Security Agency in
1981.
He joined the FBI in 1962 and worked in counterintelligence until his
retirement in 1987. He received numerous letters of commendation during
his 25-year career.
In 1987 and 1988, he was a consultant to the FBI, teaching
counterintelligence and technical investigation techniques. From 1988 to
1990, he was vice president of HM Technologies and, from 1996 until his
death, president and chairman of the board of Tektron Microelectronics,
based in Hanover.
He built model ships as a hobby.
Survivors include his wife of 44 years, Betty Heineman of Darnestown;
four children, Karl J. Heineman of Valrico, Fla., Jeffrey A. Heineman of
New Market, Stephen W. Heineman of Germantown and Karin E. Heineman of
Baltimore; and five grandchildren
