The surprise resignation of Maj. Gen. Reha Taskesen, the commander of
the Turkish Land Forces Military Academy, shortly before the Supreme
Military Council (YAS) meeting set for August, has sent shockwaves
through Ankara.

The general resigned claiming that his phone had been bugged but the
General Staff denies doing so. The official denial has raised the
question: "So who did bug the general's phone?"

The General Staff's statement stressed three points regarding Gen.
Taskesen's resignation. Firstly, the general chose to resign when he
was asked about the reliability of a written allegation sent to the
high command. Secondly, the issue is totally personal and concerns
his private life. Thirdly, the General Staff has neither the
authority nor the technical capability to having someone's phone tapped.

These remarks have created more questions than answers in Ankara's
back corridors.

Who sent the tip-off documents to the high command? Were there voice
recordings among those documents? If there were such recordings, who
bugged the general's phone if the General Staff didn't? Why, if the
documents were sent by someone who chose to remain anonymous, did the
General Staff focus on Taskesen instead of his phoned being bugged?
To bug a phone needs a court ruling. Through which court was the
general's phone tapped?

These questions bring up the issue of which institutions are capable
of and have the authority to bug someone's phone.

There's talk about whether there is an unspoken struggle between the
police and the military after the former head of the Police
Intelligence Unit, Sabri Uzun, was removed from his post after he
made accusations against military officers in his testimony at a
parliamentary commission probing last November's Semdinli bombing.

The incident gained a different dimension with claims that the police
were bugging certain military officers' phones. Subsequently, several
military officers were accused of plotting to assassinate the prime
minister and arrested.

The officers were later released, but the case was further
complicated when people unknown gave envelopes containing information
about the investigation to reporters in front of the General Staff's
headquarters.

With Gen Taskesen's resignation the same questions have resurfaced.
There's also the claim that a conflict between the police and the
military is ongoing.

It's also been alleged that a file on Gen. Taskesen, known to be
close to Land Forces Commander Gen. Yasar Buyukanit, has been
prepared and sent to military officials.

Another claim is that if no investigation is launched into the
general, the information in the file will be leaked to the media.
However the question of why the General Staff didn't back Taskesen,
despite the controversial tip-off file, remains unanswered.
