Many thanks for posting your informative Letter with its many attachments.
Your Letter includes the HTML text of the patent by Matthew Israel, for an
"Apparatus for Administering Electrical Adversive Stimulus and Associated
Method". I am attaching a pdf copy of the actual Matthew Israel patent,
as issued, which also includes the drawing figures. The drawing figures
include a schematic diagram and detailed illustrations on how the device
would appear and how it would be utilized on a person. Some members of
this Group may find this interesting. Somewhat similar electrical
devices (typically collars) have previously been used to train animals such
as dogs, and to keep such animals within a physical perimeter.

The state-of-the art in a line of inventions involving classical or operant
conditioning shows a trend towards RFID-activated devices. I am also
attaching for your interest a pdf copy of the patent for one such device.
It is the recently patented "RFID Systems for Automatically Triggering and
Delivering Stimuli ", by David Mishelevich, U.S. Patent Number 7,248,171
(2007).
