Scott, you are asking apples and oranges (and maybe bananas). Are you
only considering the last mile or?
Fiber and copper are physical attributes/implementations. Fiber is
hard to tap into. Copper not so much. POTS is generally thought of as
a switched network but in todays world it isn't necessarily so end to
end. It may be that your voice connection is travelling over an IP
network for part of it's journey at some point.
My question to you would be to ask whether you are trying to secure
all communications or only communications between certain parties? If
the later I would look at using something like skype through a tunnel
between the two parties (use PKI to esetablish the tunnel).
Just a few scattered thoughts off the top of my head.
