U.S. Customs and Border Protection (CBP) has =
issued a proposed rule change that directly targets the importation of "ass=
isted opening" folding knives. (Read the proposed rule here.)<http://www.i=
laalerts.org/UM/T.asp?A1.2.5134.7.4546088> The proposed regulations would d=
esignate all these knives as "switchblades" (despite the fact they do not f=
all under the federal definition of "switchblades"), and would make them il=
legal for import into the United States.
The proposed rule could affect all knives tha=
t can be opened with one hand, because it also includes changes in the inte=
rpretation of "gravity and inertia" opening knives in a way that could outl=
aw all knives that can be opened with a single hand. This means the new reg=
ulation could ban the importation of most of the pocketknives that are now =
in popular use.

UM/T.asp?A1.2.5134.17.4546088> On Wednesday, June 3, the Connecticut Legis=
lature adjourned. However, before adjourning, the legislature passed House=
Bill 5875 and sent it to Governor Jodi Rell (R) for her consideration. HB=
5875 contained a "no-net-loss" amendment requiring that for every acre of =
public hunting land that is closed for any reason, an acre must be opened. =
We are also proud to report that several anti-gun and anti-hunting bills w=
ere defeated in committee. To learn more about these bills, please click h=

ILLINOIS: Anti-Gun Groups Launch Campaign Ag=
ainst Important Gun Reform<http://www.ilaalerts.org/UM/T.asp?A1.2.5134.18.4=
546088> In anticipation of House Bill 182 being transmitted to Governor Pa=
t Quinn (D), anti-gun groups are mounting a campaign urging the Governor to=
veto this important pro-gun reform bill. HB182 would simply change the Un=
lawful Use of Weapons (UUW) law, adding "dwelling" and dwelling of another =
where a person has been invited with permission to posses a firearm, to the=
list of exemptions in which a law-abiding citizen is restricted from carry=
ing a firearm. While "abode" is currently one of the exempted areas, under=
Illinois law, "abode" is strictly interpreted to mean only one's actual ho=
me, and applies only to those who live there. By adding "dwelling," the ex=
emption is expanded to allow for situations such as visiting a family membe=
r's home, going target shooting at a friend's farm, or having a gun for per=
sonal protection within a hotel room. Please contact Governor Quinn TODAY =
and respectfully urge him to sign this critical reform. To contact the Gov=

MONTANA: Bureau of Land Management Plans Sh=
ooting Restriction Outside Helena<http://www.ilaalerts.org/UM/T.asp?A1.2.51=
34.22.4546088> The Bureau of Land Management is proposing to close 640 acr=
es of public land to target shooting (but not hunting) in the North Hills r=
ecreation area located about 6 miles northeast of Helena. The remaining 4,=
000+ acres would remain open to target shooting. The BLM is hosting a mee=
ting Tuesday, July 16 at 6:30pm at the conference room of the Montana Assoc=
iation of Counties building, 2715 Skyway Drive in Helena. The proposal to =
close these acres came from a working group established by BLM's Western Mo=
ntana Resource Advisory Council based on complaints that target shooting wa=
s taking place too close to a road and without a safe line of fire. The en=
vironmental assessment that has been written on this proposed closure can b=
e seen by clicking here<http://www.ilaalerts.org/UM/T.asp?A1.2.5134.23.4546=

those of you who shoot in the proposed closure area, your attendance to thi=
s meeting will be important in determining how BLM intends to secure the fu=
ture of target shooting in the wake of increased development and competitio=
n with other recreational uses. So please plan on attending the meeting to=
 make your opposition known.

NEW YORK: Chaos Leaves Status of Anti-Gun B=
ill Uncertain<http://www.ilaalerts.org/UM/T.asp?A1.2.5134.26.4546088> The =
chaos continued in Albany on Wednesday, June 10, as ousted State Senate Dem=

a lost or stolen firearm within a 72-hour period or face fines and possible=
imprisonment. This law not only violates Pennsylvania's state preemption =

Milwaukee Mayor Calls for the Repeal of State=
wide Preemption<http://www.ilaalerts.org/UM/T.asp?A1.2.5134.33.4546088> Mi=
lwaukee Mayor Tom Barrett (D) has again renewed his calls for repealing sta=
tewide preemption in Wisconsin so the city can enact stricter gun control l=
aws. Wisconsin passed its preemption statute in 1995 to prevent local muni=
cipalities from passing gun control laws. The creation of new laws would d=
o little, if anything, to prevent violent crime and would make it difficult=
to keep track of a multitude of different laws across the state. Please c=
