Probably , Or maybe some sort of Remote monitoring system , i installed
something like that a few years ago , a CEO wanted to know what did his
wife talked when he wasn't at home , you could call to that line and it
will turn the line into a one way party line if it was in use , or if the
line was on hook , it will auto answer and let you listen the room audio ..
clever design , it was an italian made box ..
