Jim, I studied Constitutional/patriot law for six years myself and sued the
government three times pro per. Generally the courts will not let you win
against the government even if the facts are in your favor but I can tell
you that the power to litigate perpetually is a real force. You can wear
them out over time if you hang in there. I never brought a 1983 action but I
have the best books I could find on the subject in my personal law library.
I have another book in PDF that you also might look at but I would need a
private E-mail address to send it.

the clerks, and should be available via the Federal courts public online
systems
PACER by the end of business today, and the case number and judge will be
assigned mid way though the day.
