It is actually way, way worse then any of that.

In this case the Coast Guard had absolutely no
idea what they wanted, and now idea hwo the
describe what they wanted, or how to design, or even describe what they wan=
ted.

Instead the went to a contractor, and the
contractor went to a foreign country and asked
THEM what kind of a ship they would like, and
then the contractor came back to the CG and told
then that it will cost X number of dollars to
design and build the ships, when in fact the
actual customer was a foreign government. This is
the "big project", and it involved Vertical take
off UAV's and a ship that can launch and control
the UAV's (otherwise known as a "National Security Cutter").

Then in order to fund that rather large project
the contractor agrees to take some exhibiting
boats that were getting on in years, chop then in
half, weld in an extension, add in a host of new,
albeit highly defective electronics, fake the
certification testing, and then try to BS their
way into getting paid. The huge problem is that
the ships started breaking apart and were in the
process of converting themselves into
burial-at-sea coffins when the CG shut them down
and towed them into port. In fact the ships were
all in such bad shape that they had to evacuate
the crews, and tow them in s-l-o-w-l-y or risk then sinking at sea.

The Coast Guard of course immediately went into a
public relation spin, but hey made a rather grave
miscalculation. It seems that the "ships breaking
up at seas" scenario was not the biggest problem,
but rather the ships were leaking in other
ways... way that the Coast Guard had zero ways of
detecting, but which other agencies had detected
and documented, but which the CG just completely ignored.

Congress stepped in, and quite promptly both the
CG and the contractors responsible lied about
what was going on, but Congress pushed, and
pushed, and pushed and they were finally able to
get information out the highly uncooperative CG
that proven that the modified ships were letting
water in and secrets out. The CG blamed the
contractors, the contractors blamed Congress, and Congress blamed the CG.

As time marched forward Congress never told the
CG to stop spending money like a drunken sailor
on shore leave, but rather cut the budget a small
amount, and the CG continued of their spending
rampage. They take delivery of yet another deeply
flawed ship, and a seriously incomplete one at
that. Then the CG cancels the most important
mission of the ship, and then just to flip off
Congress explains that part of the ship in not even built yet.

It gets even better, when the contractor
announces that the foreign government for whom
the ship was actually designed, and for whom the
U.S. Government shelled out huge amounts of tax
payer to design the CG ship is now going to order
a number of these ships to help keep the shipyard
where these were designed and built afloat.

The "big ship" was never designed for the USCG,
it was designed for a foreign country, it is just
that the U.S, taxpayers paid for the design, and
the prototype so that the contractor could sell copies to a foreign governm=
ent.
