Between 1940 and 1960, the poverty rate for blacks fell from 87% to 47%. In this 20-year period, there were no programs that gave them special privileges. They went out and earned their way out of poverty. Education standards were set, and they met them. No education facility was forced to lower their standards, nor were corporations forced to hire less qualified people.
