How to enable a button?

Alrite well i have a program that has buttons disabled (2 i think)

The program was packed with PECompact (its unpacked now) and its coded in C++; How do i enable that "Stream" button?

Thanks guys; sorry for late reply, computer died for a while (Stupid battery decided to die, had to get a new one along with charger :/)
