Generating license

Hi all!
I am trying to generate a sentinel license with wlscgen 8.0 undongled.
I have one license file, but not for my locking code.
Can anyone explain me how to regenerate license file from the attachment below.
Locking code in this license is 27480, and my locking code is 1f4e0.
Is god solution to decode my license using LS Decode?

OK, but which tool you have used for decoding, and why OI need to change vendor id to wlscgen?
