The green camo guys may have broken the law when they jumped in
on your friend's cell phone conversation, but the tech needed to 
do that is pretty garden variety stuff, just expensive.  See the 
magazine 2600 (search netcom's internet search for the number) and
download the index.  There are several issues devoted to cell hacking
and interception, most aimed at "spoofing" the ID codes which make
your phone yours and not a general reciever for all cell calls.  
What they did was use a phone which can be instantly programmed 
to act as if it were the original.  Terrestrial technology, pure and 
simple.  It cuts both ways, by the way.  If they are dumb enough
to use it (the FBI does).
