- Protecting the Public Figure -

Your Goals:

1.  Minimize exposure for both your protectee and you ( from ALL hazards )
2.  Maximize un-predictability
3.  Ensure safety at all times for your protectee
4.  Minimize liability exposure or embarassment for your protectee/employer

Attackers Goals:

1.  Money/kidnapping
2.  Harass or embarass host nation or corporation
3.  Exploit < INEPT FORCE >   You !
4.  Public Exposure or Self-Gratification- to "be" somebody

+++ Your security posture will be evaluated by the potential attacker, in
most instances of terroristic acts ( especially in vehicles ) the attack was
planned over the course of time. ( Some crimes fall into this category as
well)

Corporate targets will be covered in-depth in a separate lesson

Celebrity vs. Political Targets:

1.  Attention and Notoriety are the dominant motives for US attackers.
2.  Celebrities take public positions on Social/Political Issues increasing
     their risk profile.
3.  Political targets are often picked for what they represent, not who they
     are or what they do.
4.  Celebrities WANT to be accessable and seen as much as possible
      so do politicians.

Targeting:

When selecting a Target, criminals and terrorists have been known to evaluate
their chances of success based on some of the following criteria:

1.  Apparent wealth- the potential gain from a robbery, and the apparent
                                   ability of the executive or his company 
to pay a ransom
                                   or extortion demand.

2.  Media Value-      Individual or corporate name recognition, product
                                  identification, and controversy.  How 
"big" they are.

3.  Family-               Spouses and children are particularly valuable as
                                 kidnapping victims due to the strong
emotional
                                 considerations.

4.  Accessibility-    The theory of the "path of least resistance" applies
                                 Be a "hard" protected target, and not a 
"soft' target.
                                 A prime example of this is the Rizzo 
kidnapping and
                                 murder which will be discussed in detail
later.
                                 "Rational Awareness" comes into play here 
and will
                                  be discussed in-depth.
