For items 1 and 2, if you do not have personal contacts in the local PD,
how does one go about obtaining police cooperation for information such
as local "known stalkers" and things like neighborhood-specific gang
graffiti?

Would local newspaper reporters help, via access to the 'papers "morgues",
or are there other avenues available for obtaining locale-specific intel?
