I might be repeating something that has already been mentioned, but most
major
newspapers have libraries where they will research things for you for free.
I have used these kind of services myself for personal research, and received
faxed reports in Mexico City from papers in San Francisco and Los Angeles. 

Of course, I was working as a reporter, but I think that they are essentially
rational folk and would provide the information for law enforcement and
academic purposes without complaint.

Just ask for the library or research division when you call the switchboard
of the newspaper.  Most smaller newspapers might not have this facility, but
once you explain what your are looking for and why, you can always find
people
to help you out.  I've never had a problem obtaining any kind of information
because I always ask people to help me if I can't access it personally.
