This is a reprint of an article that appeared in the February 1995 issue
of POLICE Magazine, Newsbriefs section. (Page 17). When the reports of
Rhino Ammo came out, there was quite a discussion of the subject here,
if I recall correctly. I am reprinting this for information and
education only. All typos and misspellings are mine.

>RHINO AMMO BITES THE BULLET
>
>Two types of handgun ammunition that the inventor claimed to have
>immense destructive potential had the media fired up during late
>December and early January. According to highly publicized reports,
>David Keen, chief executive officer of Signature Products Corp., was
>about to produce a new bullet capable of penetrating body armor and a
>second bullet that would cause nearly instantaneous death to any person
>who had been shot. Although only a few "prototype" bullets existed,
>news reports initially presented unchallenged claims based on the
>inventor's promise that his Rhino Ammo would make such an incredible
>wound that anyone who takes a hit would be "going down for good." His
>contention that he was on the verge of releasing an armor-piercing
>handgun round called Black Rhino was also reported without question.
> The alarming reports continued for days and focused on the
>devastating effects that ammunition of this type would bring forth.
>When the smoke cleared, the truth was revealed. The Bureau of Alcohol,
>Tobacco and Firearms had not granted a license for the ammo to be
>produced; therefore, reports of its imminent release were incorrect.
>The ammo had not been evaluated by any independent authority, which
>made any extraordinary claims suspect. Existing scientific reports,
>when solicited, backed up the statement that no handgum round has the
>power or penetration to instantly incapacitate unless it reaches a
>vital organ or the central nervous system. And, armor-piercing rounds
>in handgun calibers have been illegal to produce for many years.
> Forensic scientist and POLICE editorial advisor Gene Wolberg said,
>"anyone with a little common sense would see the fallacy of statements
>like those made by David Keen. The way in which media presented the
>information as indisputable truth was appalling." Wolberg also was
>critical of police officials who commented without questioning the
>validity of the claims. "I can understand the concern of police
>officials for their officers," Wolberg said, "but their comments should
>be based on solid evidence. There are qualified experts sho could have
>commented on this."
