Kern County Studies N 1/2 STATEMENT TO THE BOARD OF SUPERVISORS OF KERN COUNTY, CALIFORNIA By Bernadine Smith January 3, 1995 Members of the Board: We are in a state of crisis. In one of the crises, the federal government wants ALL the guns. They have a program called "General and Complete Disarmament". It calls for us to be a disarmed nation -- all the way down to the last gun. The people do not intend to surrender their guns. Once again it is the immovable object versus the irresistible force. If we do nothing to avoid the on-coming violent physical conflict we will soon be in a massive civil war! Two opposing sides are gearing up against each other. We must chart a course to avert it. Groups are forming all over the country. The people know they are being undermined and they are forming militias all over the nation. The militia is legitimate and does operate within the concept of the system. However, it should be a thing of last resort -- after all peaceful means in which to remedy the situation has been tried. The federal government is now so far out of hand that it is ready to destroy the subdivisions of our state. It even wants to dissolve our cities, our counties, our special districts, and our state, and place us under new boundary lines, moving us into a NEW SOCIAL ORDER AND A NEW ECONOMIC ORDER. I have sent you documentation on this subject. Why has the check and balance system not worked? There are mechanisms -- peaceful mechanisms -- built into the systems of checks and balances to deal with various crises. We MUST come forth with those peaceful solutions -- SOON! We need a part of government actively working to check against the part of government that has gone wrong. Good will not start to happen until we begin to exercise the recourses and the built-in mechanisms within the system. We must activate those mechanisms so that the system can begin to save itself. The answer will not come from the level of the federal government. Never lose sight of the fact that the real seat of power is not in the federal government. The real seat of power is in the state and with the people. We have been going in the wrong direction, we have allowed conditions to develop into proportions much too serious! What the federal government has been doing with various treaties is AGAINST the law! The Constitution is the law of the land. No man is above this law. One of the great duties of the Constitution is to place limitations upon the power that man can exercise over his fellow man. It places limits on what the federal government can do. The President is using the treaty power to enact agreements with other countries which install laws and directives in opposition to the U.S. Constitution. Make now mistake about it, we have not become members of the United Nations to outlaw nuclear weapons. The U.N. Charter grants to the President powers which the Constitution forbids. President Eisenhower, in 1968, made the statement published by the United Nations Association stating: "...the world is then told that if firing breaks out for any reason whatsoever, a TACTICAL NUCLEAR WEAPON will be delivered on the disputed territory and if this threat fails to prevent armed conflict, you back it up with action." It is clear that under the New World Order nuclear weapons will be used for command, control, and to break the sovereignty of all nations. The giving away of our armed forces, the closing of our military bases, the denial of firearms to our citizens, are all a result of the law that was passed in 1961 -- P.L. 87-297. Those plans include the permanent stationing of foreign troops upon the American soil to insure that we do not rearm nor return to our traditional constitutional system. How safe will we be then? The New World Order is composed of a single government over the whole world. There can be no checks and balances upon this new government because the people who are to live under it are to be completely disarmed! Those who run it will be the FINAL AUTHORITY. But power corrupts! Absolute power corrupts, absolutely! INEVITABLY, the New World Order will become corrupt. To where will we be able to turn when it is the only government in the world? It is clear that man's best chance for happiness is under the 1789 Constitution. Several new documents have been written and are being proposed to replace the 1789 Constitution, some of which i have with me today. In summary, our laws have been disregarded, our standards have been debased, the energy of the economic system has been drastically reduced. Outside interests sap the energy of the system. The federal government is working to destroy our form of government and transfer the assets of this republic to foreign powers, while at the same time it conducts the restructuring of the nation into a series of smaller countries for management under the United Nations system. As businesses move out of the country our people lose skills that used to pass from father to son. It is time to do something before we reach the point where decisions will no longer be ours to make, and a point from which we cannot return. In a self-governing system, we are ALL a part of the check and balance system. If we are to be saved, it will not happen from the federal level. Public Law 87-297 shows that going through the Congress is a complete waste of time. Check the updated copy of the Disarmament Law, Public Law 101-216 that was furnished to you in my first mailing, and you will find in the voting record, on the back, just how many members of the House of Representatives KNOWINGLY voted to turn over all of our armed forces ON A PERMANENT BASIS to the control of foreigners (to those who have pledged to bury us!). Practically all of them voted: - to permit the dismantling of our military bases (except for those bases which the "world army" wants for ITS use); - to take away the efficient firearms from the honest, decent, and law-abiding citizens (while Russian submarines loaded with sea-to-land based nuclear weapons patrol our coastlines); and - to train foreign troops to patrol and to police our nation (making sure that we do not re-arm nor return to our former Constitutional system of government). No, neither in the two-party system, nor in the system of SEPARATION OF POWERS. Nor has any governor, since Ralph Carr [of Colorado] in 1943, tried to sound the alarm. It therefore falls upon the people THEMSELVES and the subdivisions of government to save the republic and the Constitutional framework of the United States government. We need a substantial number of counties to pass something to go on record expressing what they want our policy to be and what they do not want it to be. I urge you to pass the recommendation that a SPECIAL COMMISSION of duly qualified persons be appointed to undertake the drafting of an emergency report on the need for state action to interpose against the documented plans of the federal government with the ultimate objective of an OFFICIAL MEMORIAL being sent to the federal government.
