The budget of the Metropolitan Police Department(MPD) of Tokyo Japan, for
fighting cyber crime is quickly rising. The budgeted amounts have more
than tripled from FY98 to FY99 to 1,953 million yen (US$17.3 million).
The funds will be used for communications equipment and other uses to
enhance the "cyber police" of the MPD.

An article about viruses, hackers, and Y2K is full of FUD and they just
don't get it. Claiming that security is only for those who operate web
sites and not a concern of the average home user. I guess the author has
never heard of Back Orifice, NetBus or one of the other very effective
trojan/remote admin tools.

Conspiracy Corner
Last week we reported on H.E.R.T. (Hacker Emergency Response Team) an
organization supposedly set up with similar goals to those of CERT.
Yesterday we mentioned that we had received several emails claiming that
H.E.R.T. is in fact controlled by DST, the inner secret service of
France. We received a couple of emails directly from H.E.R.T. saying
this was not true. I guess we will just have to wait and see.

cracked yesterday by such groups and individuals as HcV, Legion2000, I-L,
HFG, h13, opt1mus and others.
Unfortunately we do not have the space to confirm, profile or provide
