Officials with Rosenbaum-Cunningham International, a Nevada-based cleaning contractor, is charged with fraud and tax crimes as part of a federal investigation that also netted more than 200 illegal immigrants in 17 states. The company's practice of paying cash wages to workers deprived the government of about $18.6 million in employment taxes, according to the indictment against the three executives. 3
