The Civil Emergency Management Course Manual at the San Luis Obispo school is a handbook for counter-revolution. It finds the causes for "revolutionary activity" legitimate and that "revolutionaries" are basically sincere. For this reason the threat is considered so dangerous. The manual and the course teach how to meet that threat using methods such as computerized radical spotting, press manipulation and martial rule.
In the course manual, Guiffrida wrote of Martial Law:
"It requires no proclamation, although one is generally made. ... Martial rule comes into existence upon a determination (not a declaration) by the senior military commander that civil government must be replaced because it is no longer functioning anyway."
