The Assigned Witness Program


There have been many requests for information on the Assigned Witness Program, so here goes... The AWP is a public service I run through Problems>Solutions>Innovations for police and other investigative organizations. I originally started it out of concern for the problem of abducted children, and to give my CRV students real-life situations after graduation. ( I request every student who graduates the Advanced CRV course to work at least 5 missing children cases through the AWP, hopefully within a year after graduation.)

The service is free to investigating officers, and does not deal directly with the families, victims, etc. Its stated purpose is to help an investigating officer who has a hopelessly stalled case to get enough information to get that case active again. If a family contacts me about service through the AWP, I have them talk to their investigating officer. If we do work and turn it over to an investigating officer who considers it to be from "psychics", so tosses it, we have wasted our time and raised the family's hopes needlessly. Therefore, the request must come from the investigating officer.

The name of the program came from a conversation I had with an investigating officer once. He said that he had a case which was stalled for lack of leads. He said, "If I only had a witness!" "I can assign someone to be a witness", I said. The Assigned Witness Program began from that.

Having the background I do, I know the value of keeping my mouth shut. The situation among investigators today is more open than before, but there is still a bias against intuitive work. Therefore, when I assign a witness, the information gained is turned in to the investigating officer on that department's standard eye-witness report form, or whatever other vehicle is standard for that department. It is up to the investigating officer to flag the information as being from the AWP rather than from a real eye-witness. In that way, the investigating officer does not have to explain him/herself to peers, hierarchy, or to the public or press. I guarantee to each officer, department or agency which enlists our aid that their names will never be made public without their permission. So far, only one police department has given that permission. Since the viewers are being targeted against criminal elements, I also guarantee them that their names will not be made public, even to the investigators and departments. I act as the liaison between departments and viewers. If an investigator requests to talk to any certain viewer, I call that viewer with the investigator's name and number, and let the viewer decide for him/herself whether to initiate contact.

Requests for work by the Assigned Witness Program should be sent to P>S>I through the police or other investigating agency handling the case.

As rewarding as the work is, it takes an inordinate amount of time to do correctly - and is too important to do incorrectly - so the number of cases I accept is minimal at present. I would give anything to be able to do this as a non-profit organization full time. The reward of finding a lost child or getting a criminal off the streets are fantastic.
