Dear Ms. Kasten:
I am writing in response to your July 5, 1996 letter in which you conveyed an excerpt from U.S. Senate Report 104-112, a report on the National Defense Authorization Act for Fiscal Year 1996. In it, you highlighted the Committee on Armed Services' reference to two Program Elements (PE) within the Department of Defense (DOD): PE 603750D Advanced Concept Technology, and PE 603226E Experimental Evaluation of Major Innovative Technologies.
I infer from your letter that you question whether or not these DOD programs include the conduct of research that involves human subjects. This is a question best posed to officials in the Department of Defense. (I am in the Department of Health and Human Subjects.)
Enclosed is a roster of the contacts fro human subjects research for Federal Departments and Agencies. This roster may facilitate pursuit of your inquiry.
OPRR appreciates your concerns about the protection of human subjects.
Sincerely,
(original signature)
