On September 22 President Bill Clinton addressed the General Assembly of the United Nations where he promoted a concept that is spreading like wildfire across the global landscape. The term "public private partnership" is the great catch phrase used to describe the emerging paradigm that is revolutionizing government from the local to the global level. " Innovative partnerships with the private sector... and the international financial institutions can leverage (the U.N.'s) effectiveness many times over," Clinton declared, just four days after Ted Turner's billion dollar pledge to U.N. programs. (Emphasis supplied).
On September 18 Ted Turner promised to give $1 billion worth of Time Warner stock over the next ten years toward U.N. programs. This was just three days after a U.N. spokeswoman told The WINDS that the U.N. had been offered $1 billion from a private party but would not accept it. She said that the U.N. could only accept funding from the governments of member nations because donations from private individuals would create an appearance of influence peddling, much like American campaign finance.
"This is not going to go for (U.N.) administration," explained Turner before a dinner held in his honor by the United Nations Association - USA. He said his lawyers told him direct donations to the U.N. were illegal, so he decided to create a foundation that will coordinate with the U.N. and implement their agenda. "This (money) is only going to go for programs, programs like refugees, cleaning up land mines, peacekeeping, UNICEF for the children, for diseases." Turner's legal loophole to finance the United Nations is a demonstration of the kind of "innovative partnerships" President Clinton promoted in his U.N. speech. "His gesture highlights the potential for partnership between the U.N. and the private sector in contributions of time, resources and expertise. And I hope more will follow his lead," said the president, who also pledged to try to get the U.S. Congress to approve payment of U.S. debt to the world body, also about a billion dollars. That figure is disputed by some in a Congress that still balks at paying the back dues for a number of reasons, ranging from U.N. fiscal mismanagement to fears of world government.
Political paralysis in a bankrupt and fractured political system, compared with the "innovative ease" in which a world class entrepreneur forks over the needed cash, demonstrates the powerful argument being used in the implementation of "public private partnerships". In cities and nations around the world, governments are turning to large corporations to accomplish what they themselves lack the political will or capital to do.
This benign-sounding "private sector" was more accurately described by Clinton as the "international financial institutions", which also includes the TNC's (trans-national corporations) and their subordinate NGO's (non-governmental organizations). This is the "private sector" that possesses the almost unlimited resources, expertise, and discipline needed to implement social change. This "private sector" is free from congressional budget oversight, endless partisan bickering, public scrutiny and constitutional limitation. They are not democracies but dictatorships in their own right, functioning like well organized military brigades, each defending its nitch in the global economic pecking order. As the "impotent potentates" of the world's democracies succeeded in doing nothing but creating more gridlock and indebtedness, a vacuum was created for order and stability in the "New World Disorder". Not to fear, because the vast resources and expertise of the "private sector" have arrived to save us, and we all know it is the spirit of generosity and global civic pride which motivates them.
A more accurate definition for "social change" is the globalist catch phrase "sustainable development", which was spelled out at the U.N.'s Habitat Conference in Instanbul last year. Dr. Wally N'Dow was the Secretary General for that conference and, in an interview with Joan Veon of Woman's Media Group, he said, "Today more than ever before in the past this contribution (of the "private sector") is indispensable because governments are no longer in a position to provide the means, no longer able to claim that they alone hold the vision for the future of human society, and they no longer are able to continue the advocacy all on their own in support of improving living conditions of people."
Dr. Noel Brown is Special Representative to the Group of 77 at the United Nations and he also shared his views on "public private partnerships" with Joan Veon at the recent Rio +5 Conference. He said, "It was only when Dr. N'Dow took charge of Habitat that this new public private partnership was given a new reality within the U.N. and there is no turning back.... We are entering a phase which is a trade-driven phase.... Isn't it interesting that the only institution created after the earth summit was the World Trade Organization? Everyone seems to be engaged now in the global trading system...."
Dr. Brown went on to say, "The success of the United Nations will depend on the extent to which it brings in the new power holders of the world. The U.N. has been obsessed with the office holders, that is, the governments and the diplomats and 'your excellencies'. But real power is now being exercised by the people who manage the world's wealth.... The wealth generators are the key holders of power, not of office.... The real power holders must be partners in shaping the future if it is to be sustainable...." (emphasis supplied).
To emphasize how irrelevant national governments have become, the United Nations General Assembly passed a resolution in 1995 that permitted local governments to submit their recommendations on U.N. decisions. Dr. Brown said that at the Earth Summit in 1992 "chapter 30 of Agenda 21 called upon business to become partners with the U.N. In the reporting five years later we have discovered that business and local communities have moved faster and more consistently in implementing the provisions of Agenda 21 than government has. So I think the time is right and business is ready...a new world is in the making."
Instead of dealing with the delegations sent by the member states, the U.N. is now dealing directly with city and state governments around the globe, as well as NGO's and corporations. The State of Maryland is now moving to implement portions of the still unratified Biodiversity Treaty, a treaty that is encountering firm resistance in the U.S. Senate. Mayors and local officials from major U.S. cities participated in the Habitat II Conference in Istanbul last year. "(Now the terms) local and global are a matter of interface and are no longer contradictory," explained Dr. Brown of the new cooperation between the U.N. and local government. "In the age of globalization people are transacting across national borders.... The U.N. is the main frame where all of these things will interplay in an orderly way." (Statements by Drs. In his book, Global Dreams: Imperial Corporations and the New World Order, writer Richard Barnet makes the brief but crucial statement that "the balance of power has shifted in recent years from territorially bound governments to companies that can roam the world." These trans-national corporations, under the whip of international finance, have been content to quietly forge a global economy while the circus of national politics keeps the masses entertained - leaving most with the impression that their lives are governed from the national capital.
Economic factors are the most powerful force within a civilization, especially in this corrupt, materialistic age. Those who manage the world's wealth effectively control human society. For years, international finance has controlled events from behind the scenes - events such as war, financial collapse and revolution. They have also turned on the spigot of material prosperity for their own purposes. Professor Carroll Quigley described this in his book, Tragedy and Hope, where he said, "The powers of financial capitalism had (a) far-reaching aim, nothing less than to create a world system of financial control in private hands able to dominate the political system of each country and the economy of the world as a whole. This system was to be controlled in a feudalist fashion by the central banks of the world acting in concert, by secret agreements arrived at in frequent meetings and conferences." (Emphasis supplied).
Now that the international system is in place, firmly underpinned by the global economy, power has become firmly established in the "private hands" Quigley spoke about. It would be suicidal for national governments to withdraw from this system because of the economic consequences. As national governments accommodate the global system, they ensure their ultimate irrelevance.
One may wonder why it has become fashionable in the news media to attack the Internal Revenue Service and the Food and Drug Administration, presenting vivid images of its weeping victims, as though the media has suddenly become anti-government. While it is appropriate to expose the abuses of government and especially those powers behind the throne that are often the inspiration for those abuses, we must also recognize when this globalist agenda joins in the chorus of protest to serve their own ends. Such are these media stories over IRS abuses and such. We may be assured that it is not because the corporate media has finally seen the light. The time will soon come when people around the world are ready to reject their disgusting, irrelevant national governments in favor of the "new, improved and sustainable" international system. Won't Congress be surprised to find that all of this was accomplished while they were busy pontificating, strutting and boasting to one another!
"Public private partnerships" are the "coming out party" for the international elite who have controlled from behind the scenes for so many years. Those who are in a great degree responsible for the world's chaos now openly step into the place of leadership in the New World Order. If some think that the federal government of the United States has been abusive of power, they should consider the statement of Abraham Lincoln that well described the emerging order. He said,
"The money power preys on the nation in times of peace, and conspires against it in times of adversity. It is more despotic than monarchy, more insolent than autocracy, more selfish than bureaucracy. It denounces, as public enemies, all who question its methods or throw light upon its crimes."
The crimes this sector commits after it achieves absolute power will be no less than those committed when it worked behind the scenes. The emerging global government is an apocalyptic amalgamation of international finance, trans-national corporations, non-governmental organizations, and its mainframe the United Nations. Such a beast may be found in the book of Daniel where it says,
"After this I saw in the night visions, and behold, a fourth beast - terrible, powerful and dreadful, and exceedingly strong. And it had great iron teeth; it devoured and crushed and trampled what was left with its feet. And it was different from all the beasts that came before it, and it had ten horns." Daniel 7:7.
