Cyber crime now its third priorityLOS ANGELES— The FBI said yesterday it is giving Hollywood film studios, music labels and software makers permission to use its name and logo on DVDs, CDs and other digital media in hopes of deterring consumers from making illegal copies.
FBI officials said the idea was conceived jointly by the agency's cyber crime division and by the entertainment and software industries, who claim they've lost billions to digital piracy.
"This anti-piracy seal should serve as a warning to those who contemplate the theft of intellectual property, that the FBI will actively investigate cyber crimes and will bring the perpetrators of these criminal acts to justice," said Jana Monroe, assistant director of the FBI's cyber division.
Like the warning messages that have appeared on VHS tapes and DVDs for years, the new labels spell out that unauthorized copying and distribution of digital content is punishable by up to five years in prison and a fine of $250,000 (U.S.)
It will be up to the individual entertainment companies and software manufacturers to decide whether to display the new FBI warnings. Industry representatives said studies are underway on whether to affix the warnings on packaging or directly on the CDs and DVDs.
U.S. software companies estimate they lose up to $12 billion a year (all figures U.S.) to piracy. Music companies lost more than $4.6 billion worldwide last yearand the movie industry pegged annual losses from bootlegs at $3.5 billion.
Monroe, whose FBI cyber division was created 18 months ago, said cyber crime is now the agency's third priority behind terrorism and counter-intelligence.
Fred von Lohmann, a senior intellectual property lawyer for the Electronic Frontier Foundation, said he doubts the new warning program will work. "I'm under no illusions that this kind of label is going to change public perceptions," he said.

Slow downloads for Microsoft Update has lead to CD Updatesso now you only will have to wait a wait a week after your system has become vulnerable.The CD-ROM is meant especially for Windows users with slow, dial-up Internet connections that can make downloading updates a nightmare. However, because the disc offers updates only through Oct. 15, 2003, Microsoft still recommends users go to the Windows Update Web site to get the latest updates, the company said in a statement.
The move to make update discs available worldwide follows an initiative by Microsoft in Japan where thousands of security update CDs were given away last year in the wake of a spate of virus and worm attacks.
Users in various countries can order the Windows Security Update CD at no cost; shipping will take between two and four weeks. As a bonus, the disc includes information on PC protection and free trial versions of antivirus and firewall software, according to the Microsoft Web site.
The disc is currently available only in select countries. These include the U.S., Canada, Australia, New Zealand and several countries in Asia, including Japan, India and China. The only European country in which the CD is offered today is the U.K. It will be available in other countries and other languages beginning Feb. 23, Microsoft said.
The Windows Security Update CD is available for Windows XP, Windows Millennium Edition (ME), Windows 2000, Windows 98, and Windows 98 Second Edition (SE).
