Step 1. The serializer PLL locks TCLK to the onboard oscillator or local clock. The deserializer LOCK (line on top of LOCK) output pin remains high.

Step 2. The deserializer PLL locks REFCLK to the serializer PLL.

Once initialization is complete, the LOCK (line on top of LOCK) pin goes low.
