I've been doing some Asian PSTN exploration on VOIP lately, and I came across a sub-exchange in
Tokyo that seemed to be littered with weird recordings and announcements. I suspect it exists 
for entertainment purposes with cell phones. The first 40 numbers are various J-Pop
songs--sometimes they have two numbers. Then starts a BIZARRE series of recordings that have 
the following structure "<chime> Today's lesson is (English phrase) (English phrase slower)
(English phrase even slower) (English phrase) That's all for today." Just read some of them,
which I've put in parentheses. Some of them make sense, some of them are totally random, and 
some are just plain mind-boggling. If you get a chance to call any of the english lessons I 
highly reccomend it. Then near the bottom of the list you start getting random recordings and
announcements that don't seem to make any sense, along with a few recordings of people talking 
to eachother (some sound like interviews or conversations), and some white noise lines. To call
these numbers from the United States dial 011-81 (011 to dial out of the country and 81 for 
Japan's country code) and then the number, the 0 in 03 does not need to be dialed. 03 is the
area code for the Tokyo prefecture of Japan. I plan to continue scanning various exchanges in
Japan and the rest of Asia.
