ABIDJAN, Ivory Coast - France, the United States and other nations launched one of the largest evacuations of Africa’s post-independence era Wednesday, requisitioning commercial jets to fly out thousands of foreigners following attacks on civilians and peacekeeping troops.

French soldiers in boats plucked some of their trapped citizens from the banks of Abidjan’s lagoons.
Long convoys sent out by the U.S. Embassy and other nations rounded up foreigners from their homes for evacuation as Ivory Coast’s state TV alternately appealed for calm and for a mass uprising against the French, the country’s former colonial rulers.

By late afternoon, much of Ivory Coast’s largest city was quiet — the first break from violence since Saturday.

Meanwhile, the U.N. Security Council set a vote Wednesday on a resolution imposing an arms embargo and other sanctions on the Ivory Coast as of Dec. 10 unless the government and rebels meet their commitments under a 2003 peace deal.

Council members gave a green light to a late afternoon vote after signing off on a last-minute change allowing the council to call off the sanctions if it found that the government and the rebels had fully implemented the pledges they made under the peace agreement brokered by France in January 2003.

France, which drafted the resolution, agreed just hours before the vote to a U.S. request for a Dec. 10 deadline rather than Dec. 1.

In Ivoorkust braken onlusten uit toen Ivoriaanse vliegtuigen eind vorige week stellingen van het Franse leger bij het rebellenbolwerk Bouaké bombardeerden en daarbij negen Fransen en een Amerikaan doodden. De Fransen vernietigden daarop de complete luchtmacht van het Ivoriaanse leger. Westerse gezinnen, onder wie enkele Nederlandse, werden daarna door plunderende bendes uit hun huizen verjaagd.
