When I try to use the Manage Attachment window to upload a pic file I see the following error message:

File too large. Limit for this file type is 39.1KB
Your file is 67.4KB

Any help is appreciated.

You need to host the pic somewhere else. Gladius introduced me to this site http://tinypic.com/ go there and upload the pic then link to it on the forum.

Another good one is www.photobucket.com.

When you have the URL of your pic (it will be listed in the first box above it in Photobucket), just put the image tags around it:
www.yourpic.com
(I's replaced with lowercase L's for demo purposes)

I can upload the pictures now. But the pictures turn-out much smaller when I post them, any suggestions on how to enlarge them?

When pics are uploaded to the VNNF the pic is reduced in the post that you put them in. Once clicked on from the post you placed them on it will enlarge to its original size in another window.

If you upload it to the sites Demonica and I suggested you could link to them in your post and they will appear in their original size in your post.
