In the user cp section I can see a comment and reputation points, but not the name of the user who left them. Is there a way to find out who gave it?

Nope, I don't think so.

The Admin could adjust it so the reputation-giver's identity would be displayed. It is arranged thus on Stormfront.

I think it would be good to see who is awarding us points so that we could return the favour.

Of course, no one here would do anything like that. :D

I think it is good the way it is. If someone wants their identity to be known they will attach their name. It is a good way to anonymously encourage someone for their efforts. I get everything from great job to die Jew and P can make a strong educated guess who is giving the bad rep.

Do the mods have access to who gave it?

I'm curious about a positive comment that suggests additional information that I would like to correspond with the giver about.

Who could I ask?

Who could I ask?You could make a thread asking for whoever gave you rep to either reply in the thread or send you a PM.
