The Government has blocked all aid payments to the African country, after it emerged funds were misappropriated in the office of the prime minister.
The money was sent by Ireland, Norway, Sweden and Denmark, to fund a development programme in northern Uganda.
The alleged fraud involves €12m in aid from four countries.

Officials from the Department of Foreign Affairs have travelled to Kampala after a report by Uganda's own auditor general uncovered the misappropriation of the funds.
The audit and evaluation team from Ireland will examine the report and seek answers as to where the millions have gone.
In the meantime the Tanaiste has announced the suspension of all Irish aid payments channelled through the Government of Uganda.
