RSS is "really simple syndication" and is a way that automated agents can pick up and index the content on these pages. The standard is here:
http://blogs.law.harvard.edu/tech/rss
It seems to me (extensive internet experience) that this is the future for small content providers to compete with the big guys. And sho nuff, cnn.com and yahoo.com and google.com all use it.
