I think that is the new Russian Bolshevik party symbol- hammer and sickle in place of swastica. However, that is still definitely National Socialist, even if we think it odd.
Look at it from the perspective of a Russian: they don't want to use a symbol used by a country they had such terrible conflicts with (a lesser consideration I believe), and don't want to make other Russians think they are anti-Russian. Most of all, it shows that National Socialism is for every people, not just Germans, and that it has a universal morality--a medicine that works for everyone, whatever their ethnic makeup.

I didn't catch that until it was posted bigger. I think that SMG is right, though. The Russians, older ones anyway, still have some problems with the Third Reich and I understand it myself. Germany invaded Russia and a lot of Russians died. I think that SMG has summed it up best.
