I read that the captain was the first off the boat. He was last seen scooting away in a lifeboat.

Appearantly, there weren't enough life boats to go around.
1st of all, this is a Mud vessel carrying fellow Muds. Not some luxury liner catering to Westerners.
2ndly, we know what reputation those people have, regarding safety standards. Especially, when it comes to limiting the amount of passengers to that which the vessel is assigned to safely transport.
The water was to cold to sustain swimming, over longer periods of time. But, for sharks, this doesn't matter
