Whether that breakdown was genuine or orchestrated, it still begs the question, who in the hell let those freaks carry guns? (If I was in charge I would only allow emotionally stable White men carry loaded arms.) David Lindsay asks this question in his "Rights DENIED!" book. After some fact finding he discovered that the psychological testing on would be cops is outsourced to private companies and is kept secret from the public. Great, eh?
