September 11, 2001: Five Israelis Arrested for Puzzling Behavior near WTC
Five Israelis are arrested around 4:30 pm for “puzzling behavior” related to the WTC attacks: filming the burning WTC from the roof of their company’s building near Liberty State Park, New Jersey, then shouting in what was interpreted as cries of joy and mockery. A neighbor spotted them and called the police and the FBI. The police tracked them down in a van with the words “Urban Moving Systems” written on the side. One man was found with $4,700 in cash hidden in his sock, another had two passports on him, and a box cutter was found in the van. [ABC News, 6/21/2002] [b]Investigators say that “[t]here are maps of the city in the car with certain places highlighted... It looked like they’re hooked in with this. It looked like they knew what was going to happen.” One of these Israelis later says, “our purpose was to document the event.” [ABC News, 6/21/2002] The FBI later concludes at least two are Mossad agents and that all were on a Mossad surveillance mission. The FBI interrogates them for weeks. [Forward, 3/15/2002] They are held on immigration violation charges, but are released 71 days later. November 20, 2001: Israelis Who Videotaped WTC Attack Are Released, Deported
The five Israelis arrested on 9/11 for videotaping the WTC attack and then cheering about it (see September 11, 2001) are released and deported to Israel. Some of the men’s names had appeared in a US national intelligence database, and the FBI has concluded that at least two of the men were working for the Mossad, according to ABC News. However, the FBI says that none of the Israelis had any advanced knowledge of the 9/11 attacks, [b]and they were released as part of a deal between the US and the Israeli government. NEWARK- The State Division of Consumer Affairs ("Consumer Affairs") is asking all citizens who have goods stored at Urban Moving Systems' Weehawken warehouse to immediately contact Consumer Affairs, Attorney General John J. Farmer, Jr., and New Jersey Division of Consumer Affairs Director Mark S. Herr announced today.
The State on Wednesday obtained a court order giving inspectors from Consumer Affairs access to the facility allowing consumers access to retrieve their goods and belongings. The State, at the same time, filed a lawsuit in Hudson County Superior Court against Urban Moving Systems and its owner Dominick Suter alleging violations of both the State's Consumer Fraud Act and regulations set forth in the Public Movers and Warehousing Licensing Act.
According to the complaint, on or about September 14, 2001, Suter departed from the United States and left no one acting as an agent for Urban.
The complaint also alleges that Suter violated the Mover's Act by, among other things, failing to provide Consumer Affairs the name of a current contact person or agent, not adequately responding to consumer requests for access to their belongings and not having an agent available for at least 20-30 per week to allow consumers access to their belongings.

In July 2002, while they were in Louisiana, Muhammad told Malvo that they were going to Washington to terrorize the nation. ‘‘He said every day for a month there would be six slayings a day,” Malvo said.
The shootings would have been followed by an even more deadly ‘‘Phase 2,” with bombs planted at schools and hospitals to cause mass casualties, Malvo said.
‘‘I asked him, ‘Why would we be doing this? Why not just get the children?’ He said, ‘No, this is final.’”
They bought a Chevrolet Caprice and cut a hole in the back to fire from, Malvo said. The two then scouted the area and installed mapping software on a laptop computer to help them plan escape routes, Malvo said.
Winfree asked why they selected Montgomery County.
‘‘He said it was lower to upper middle class, mostly white,” Malvo said. ‘‘He thought this was the perfect area to terrorize. The chickens come home to roost.”

‘‘He said the worst terror is to aim at their children,” Malvo testified.
On another occasion, Muhammad wanted Malvo to shoot a pregnant woman. He dropped Malvo off at a cemetery overlooking a housing project in Baltimore.
Malvo said he saw four different pregnant women.
‘‘I just couldn’t take the shot,” Malvo said.
