From what I can tell, as simply a "Moderator" I have no access to IP bans. Atleast as far as I can tell. Heck I cant even edit Avatars. I can edit posts and threads and some other stuff but nothing too complex it seems. Thats up to the Administrators.

Although..if you ban his IP and hes on a 56k will that really matter? Doesnt the IP keep changing each time you connect on a modem?
