I can't give rep to certain people, like Donnachaidh or AL. I've never been able to give them rep points, ever. How does the system work and why am I having this issue?

Until you get an answer to your question, could you please clue me in on dark green vs. light green rep blocks?
I didn't know where to ask this and I zeroed in on your thread title.

And did anyone notice that eleven boxes is where you end - no one has anymore than that.

I've heard it whispered that when you get the 12th box, you die. Some deal Linder made with Satan while he was drunk on fermented Twinkee filling.
Apparently, that's what happened to Chain and his banning was all a big cover-up.
Most of the rep I have comes from people thinking something I post is funny. /shrug
I used to get negative feedback a lot too, lol. Since you can now see who sends you negative rep, not so much.

Is it because you get a message saying "You must spread some reputation around before giving any to Donnachaidh"? I think that just means someone else has already given him rep for that particular post. If it's a particularly good post, I would imagine he'd get dozens of rep points and the system is designed to only give one rep per post and whoever gets there first is the one to give it. Just my guess...

I am not sure, I always have thought the "you must spread some rep around" think was that so people with back slapping buds could not just load eachother up with rep, in other words once you rep someone you must rep a certain amount of others before you can rep that same person again - I am pretty sure there is not a limit to how many various people can rep you for one post.

Im pretty sure when you get an ungodly amount of rep points you switch to orange crowns instead of green blocks....No one has hit that number yet I suppose.

There must be something wrong with the function, I can't give Yankee Jim or Mike reps's anymore and haven't for weeks now.

You are correct, Holly.
I get told that a lot ;)
One more thing is I know other forums I have seen has allow you to not give/receive rep if you chose not to, it may be a reason why certain people are unrepable ?

For one thing, it's an easy way to let someone know if you think they are out of line, or if they hit the nail on the head with a post. This is the internet, so there's no facial expressions or body language to let you know how people feel about what you just said.
I think the original intention is for you to get a general idea of whether others value a forum member's contributions. In other words, if a guy with 5 red boxes tells you to fuck off, you have a pretty good idea that he doesn't speak for the entire forum.

I know from visiting other forums, that if you've already repped someone once, I think you have to wait 40 days before you can rep them again.
