'We Are Waging a Racial Holy War'

[SIZE=4] [COLOR=Red]"We are waging a racial holy war," [/COLOR] [/SIZE] said Tokmakov, 28, an informal leader among Moscow's skinheads, whose violence appears to be rising.

Over the last several years, Russia has become a strikingly hostile place for all those with African, Asian or so-called Caucasian features -- the dark skin and dark hair typical for the peoples of the mountainous Caucasus region.

The U.S. Marine was badly beaten in 1998 in a Moscow market, one of several foreigners targeted in recent years. The last few months have seen an especially shocking series of brutal racial attacks, such as the stabbing to death of a Guinea-Bissau student in Voronezh, the killing of an Afghan asylum seeker in Moscow, and the slaying of a 9-year-old Tajik girl in St. Petersburg.

Ethnic minorities in Moscow complain that beatings and insults are almost a daily occurrence.

"Racially motivated crimes are growing in number and brutality by the year," said Alexander Brod, head of the Moscow Bureau for Human Rights.

According to a two-year study conducted by Brod's bureau and a few other groups, [SIZE=4][COLOR=Red]there are about 50,000 skinheads in Russia, with Moscow and St. Petersburg home to about 1,500 each[/COLOR][/SIZE]. It said 20 to 30 people have died in such attacks annually in the past few years, and the number of such crimes is growing by 30 percent per year.

"When you kill cockroaches, you don't feel sorry for them, do you?" Tokmakov said, when asked whether he felt sorry for the slain Tajik girl.

The growing extremist sentiments are rooted in Russia's economic problems, including high unemployment in many regions, and the collapse of the Soviet Union, which sent hundreds of thousands of migrants from poorer former Soviet republics to Russia seeking jobs.

"Why have they all come here?" Tokmakov said. "They bring nothing but drugs and AIDS. [SIZE=4][COLOR=Red]Every day they harass and steal our women." [/COLOR] [/SIZE]

Political parties and politicians openly played the nationalist card in the December parliamentary vote, calling for the ouster of migrant workers and promoting Russia for Russians. Two such political groups, the Liberal Democratic Party and the Rodina bloc, enjoyed victory in the election.

Tokmakov said he and his associates had been on the ballot of Rodina but their names were later crossed out. Party officials have denied that.

"When there are such economic and other hardships, there are usually two ways of dealing with it -- the first is that of contemplating, the second is looking for an enemy and blaming him for your problems. Unfortunately Russia has chosen the second path," Brod said.

Rafael Arkelov, a 47-year-old Armenian singer who has spent all his life living in Moscow and for whom Russian is his first language, has experienced it all.

He was in a grocery store buying a chocolate bar and a bottle of champagne to visit his friends for a New Year's celebration when a man asked him for some change. After Arkelov refused to give him money, he saw the man approach two youths with shaved heads whom he identified as skinheads standing nearby and whispered something. Several minutes later, after Arkelov walked out of the store, he was jumped from behind.

"They punched me in my eyes, my face, and all of a sudden I couldn't see anymore. Then I collapsed to the ground and they started beating me with their feet," Arkelov recalled. "If it weren't for a woman across the street who screamed 'What are you doing?', if it weren't for this scream of hers, I think they would have beaten me to death."

Brod's study predicted that [SIZE=4][COLOR=Red]the number of skinheads could grow to 80,000 to 100,000 within the next two years [/COLOR] [/SIZE] if authorities don't take measures to combat xenophobia. Interior Ministry officials have said they were closely watching 10,000 suspected members of extremist groups, but all too often racially motivated attacks are dismissed as hooliganism. "Racism isn't unique to Russia, I know it exists in Europe and America," Arkelov said. "But unlike Russia, in those countries it is prosecuted and the state pursues specific policies to combat it."

T. PETERSBURG, Russia, June 24 — A year and a half ago, Nikolai M. Girenko wrote a booklet to guide prosecutors and police officers investigating the explosion of ethnically motivated crimes by skinheads, neo-Nazis and other hate groups. It may be needed to solve his killing.

On June 19, two young men came to his apartment here and rang the doorbell. When his daughter Katerina asked from the other side of the door what they wanted, they asked for him by name. When he approached, they shot him through the wooden door. He slumped to the floor of the apartment's small foyer and died within minutes. He was 64.

Through the peephole, Katerina saw only the shadowy silhouettes of her father's killers, but she had little doubt who they were.

"It could only be these fascists," she said.

In a city and country inured to violence and death, this killing has prompted strikingly little public outrage. But his family, friends and colleagues see their shared vision of Russia as a tolerant and harmonious multiethnic society as being ominously endangered.

Some officials now concede, after initially discounting such a motive, that Mr. Girenko may have been killed for his work against these violent groups. If that is so, his killing would represent an escalation of the recent wave of racial violence to include not only Muslims, Jews and migrants from Africa and Asia, but also one of the most prominent defenders of their rights.

"This has brought us to a turning point," Aleksandr Y. Vinnikov, a writer and human-rights campaigner, said at a memorial service held for Mr. Girenko on Thursday at St. Petersburg State University beside the Neva River. "Either the society and the government recognize the dangers and take measures, including the use of force, or the murderers will get away with it, and Russia will take the course of the Weimar Republic."

Mr. Girenko, an ethnologist who spent decades studying African cultures, had in recent years become an expert on one of the darkest undercurrents of Russia's post-Soviet experience: a proliferation of loosely organized groups embracing the credo of Nazi-like ethnic supremacy and, all too often, expressing it in brazen assaults on minorities.

He fulminated against racial and ethnic hatred in his research and provided expert testimony for prosecutors trying (half-heartedly, many here say) to fight its adherents. Most recently he participated in criminal cases against epithet-spewing nationalist newspapers and a neo-Nazi group that calls itself Schultz-88, a coded reference to Hitler.

St. Petersburg's prosecutors have vowed to solve Mr. Girenko's killing, assigning 120 investigators and turning the case over to a newly created department that specializes in hate crimes. Even so, officials have still not ruled out the possibility that he was the victim of some random crime or hooliganism, an euphemism often used in cases of ethnic violence, including the stabbing death of a 9-year-old Tajik girl in February and that of the son of Libya's cultural attaché this month.

Mr. Girenko's daughter and colleagues called that notion preposterous, saying the circumstances of the shooting indicated he had been singled out.

Nikolai A. Vinnichenko, the city's chief prosecutor, even suggested that Mr. Girenko's own work was hampering the investigation: he had studied so many hate groups that the pool of potential suspects was huge. "The results of his work were vital to the investigations of criminal cases in many regions of the country," he told the Interfax news agency.

A little-known nationalist group, Russian Republic, published a letter on its Web site saying it sentenced Mr. Girenko to death, citing his testimony in several criminal cases against "Russian patriots" and his booklet for prosecutors and police officers.

"I consider N. M. Girenko a staunch and incorrigible enemy of the Russian people and I sentence him to the highest degree of punishment," a man identified as V. Y. Popov wrote.

A lot of expertise departed along with Girenko. It will be harder to keep tabs on Russians now that he's out of the picture, regardless of killers or motive. Doesn't sound like a real fun job. Who knows what the real deal is? The timing is helpful in pushing the jewline that there's a global upsurge in antisemitism requiring fresh restrictions on the goyim. The murder of the non-jew Girenko occurs at the same time Big Jew is meeting with UN and OSCE to discuss imposition of global Internet censorship, as if to underscore the need. After the posting on the Russkaya Respublika Web site, a spokeswoman for the St. Petersburg prosecutor's office, Elena Ordynskaya, said that all leads in the case would be investigated, including the neo-Nazi group's claim.

said the concern is not that police or the state security service, the FSB, might be afraid of skinheads or neo-fascists, but that some in their ranks might be sympathetic to the ultra-nationalist cause.

"They do seem to have some support from within police ranks, and that's a problem when they go after particularly Central Asians," he said. "I think it's not unfair to say that there are likely people in the FSB who support it, but it's very difficult to document."

As in the United States and Europe, neo-fascists and skinheads in Russia have traditionally targeted minorities, but the U.S. State Department noted that American tourists may be at risk of attack as well.

[COLOR=Red]Goldman said that the rise of such extremist groups cannot be blamed solely on economics. Instead, he said, it is fueled by nationalist pride, which was battered by the country's loss of superpower status. A recent nationwide poll done by St. Petersburg University said that one out of every three Russians between the ages of 16 and 19 describes themselves as "nationalist."

"The bigger problem is not so much the size [of the skinhead problem], it's that they wrapped themselves up in the nationalist banner. There's a factor of this that goes over into fascism and they identify themselves with Hitler, which really surprises me," Goldman said.[/COLOR]
