KANSAS CITY, MO - The Jackson County Prosecutor has filed charges against a 20-year-old man for the murder of his girlfriend's two-year-old daughter. The two-year-old was found with marks consistent with a beating and sexual assault.
Jarrett Tinsley is charged with second degree murder, endangering the welfare of a child and abuse of a child resulting in death.
According to the probable cause, Tinsley was left alone with the two-year-old on March 11 after the mother left their apartment in Raytown. When the mother returned, she found her daughter sleeping in a chair in the living room. The mother moved the child to her bedroom, but 15 minutes later Tinsley said the girl wasn't breathing.
A neighbor, Gail Cubie, says she saw paramedics working to revive the child.
"I saw them trying to give them some mouth to mouth resuscitation and I was like 'Oh Jesus no'," said Cubie. "I had to shut the door cause I was about to start crying. I was like 'Jesus no, I hope no one hurt this baby'."
The two-year-old was taken to Research Hospital where she was pronounced dead.
In the probable cause, Tinsley said that he spanked the two-year-old with his belt four to five times after the child took off her diaper and went to the bathroom on the floor. Tinsley said that he sometimes "took it too far" with spankings and when asked if he took it too far in this case said, "I guess" and then said, "I took it too far."
An autopsy on the child showed marks from the belt and also showed blunt head trauma lacerations to the thymus, liver, pancreas and bruising to the heart. The autopsy also revealed anal tearing, which suggested a probable sexual assault.
A relative of Tinsely's says that the charges are unbelievable.
"It's not him, he's not that type of person, there's some kind of misunderstanding," said the person, who asked not to be identified. "He's not even that violent, he's a loving person."
Tinsley is being held in the Jackson County Jail. His recommended bail is $250,000.
