W. Phila. man held in scalding of twins

A West Philadelphia man sought in the scalding of his fiancee's 19-month-old twins last week surrendered to police yesterday and was being held for arraignment, authorities said.
Jason Carter, 22, was charged with aggravated assault, endangering the welfare of a minor, and recklessly endangering another person, police said.
Carter had been "like a stepdad," investigators said, and was caring for his fiancee's twins March 18 at her home in the 5800 block of Master Street.
Officers received a 911 call from the house about 3 p.m., reporting the children had been seriously burned, detectives said.
Carter bathed the boys in water hot enough to cause second- and third-degree burns to their lower extremities, police said. The injuries covered about a third of each boy's body, investigators said.
The toddlers, whose names were not released, were being treated yesterday at St. Christopher's Hospital for Children.
Detective Tom Brown of the Police Department's Special Victims Unit said he did not know why Carter had placed the children in the scalding water.
Carter was being held yesterday at Police Headquarters. The case remained under investigation.
