Detroit: The Post-Apocalyptic Future of American Cities?

Here’s a glimpse of a Turn Key Approach to Urban Wasteland Management ™. Last week I had a chance to talk to a friend who just got back from Detroit and boy did he get an eyeful of America’s Future. After listening to him describe Detroit , it’s obvious that it has all fallen apart. First of all, there’s very little civil authority or regular civil government remaining and in operation[Somalia]. Almost everything has been turned over to these so-called Private Management Companies. And this is how it’s being done. They block out areas, in which 80% or more of the houses have been foreclosed on, which happens to be almost the entire city and county. They have selectively begun to bulldoze the properties which have been foreclosed on. The rest have been boarded up. Then they have turned over management of these 100 block area to private companies which have become defacto governments. They have the literal authority of “governments” and they’re paid a flat fee from the city, county or state to “manage,” as they say, a square block of this urban wasteland.

These Private Management Companies sell themselves as residual property management firms. Most of these companies, as it turns out, are in fact off-shore subsidiaries of Private Military Contractors (PMCs). They provide a catchall service. In other words, they regulate how much electrical power and natural gas flows through these areas. They also act as police force, and they act as management for local civil government.

However this Urban Wasteland Management has been pretty efficient. They want to protect what remaining wealthy areas that still exist, like Bloomfield Hills. These companies come in and effectively build large barbed wire fences, around these mostly abandoned square block areas. Some people are still living in them, by the way, even though most of them are boarded up because they’re no longer bothering to serve process through the entire foreclosure procedure. Oftentimes once the house has been taken back and is ultimately owned by the city or county or some government, they let the people stay there until it’s abandoned and then taken over by squatters. Then they’re given a 72 hour notice to leave, by this private management company – before they come in and bulldoze the house. If you’re not out, that’s it. The bulldozers run. They can bulldoze the place with you in it – with legal impunity.

So here’s the scene. Imagine a 100-square blocks in a city on a hot summer night. Only one out of every twenty streetlamps is working, and even that is low-wattage. These lamps are broken and swinging back and forth in the wind. There’s rusted out steel drums lying here and there. Pyres of burning scrapwood. In the background there are shadowy figures darting in and out of buildings, trying to salvage anything or strip the remaining buildings of anything that’s worth anything.

Since no electricity is being provided to these residents anymore, what this private management *** security company does is they bring in old water trucks. Then these water trucks are placed at certain locations during certain times. The people then totter down with their old plastic buckets and bottles to get their water.

My friend said that what Detroit looks like now, particularly at night, is like a scene that you would see five or ten years after a Third World War. Everything is bulldozed, but it’s not all collected because there’s not much left after everyone has picked it apart. They just bulldoze it, chop it up and leave it in little piles. So imagine these little smoldering piles of rubble with these low wattage street lamps that are broken swinging back and forth. And don’t forget the rusted out water trucks bringing in water for the “survivors,” what else can you call them? They also bring in food from various charitable organizations and distribute free food like Spam and week old bread etc. The residents (survivors) in order to get anything have to register with the private security company and get a card which must be presented to the authorities if you want to get any water etc.

They also provide very rudimentary medical care, which is part of their contract service, to provide Band-Aids if the need arises.

It’s all very quiet and all you hear is the howling of feral dogs in this urban wasteland scene.

Is Detroit a precursor of times to come in other American cities? As foreclosures mount and despite what the Obama Regime and the Financial Media says, the economy isn’t improving, at least not in the respect that foreclosures are still rising.

Residential foreclosure rates won’t even peak for another year. And the foreclosure debacle that is coming in commercial and industrial properties hasn’t even really begun.

Last week Fannie Mae announced that they expect the coming debacle in commercial and industrial properties is going to increase the foreclosure rate forty-fold in the next 12-18 months.

In spite of that, the Wall Street Journal is promoting REITs, writing about how the REIT market is “Hot” once again. This is what I might call Triple-Reconstituted REITS. In other words, they got busted out, raised money, then bought the same property back for 50 cents on the dollar. Then they got busted out again, raised more money, and diluted shareholder equity even further. Later they bought back the same property for 25 cents on the dollar. Then they’re busted out a third time. Then it becomes a question of how many pennies on the dollar is it ultimately worth?

Residential areas that are on the periphery of industrial areas which are also all foreclosed, shut down or burned out. A lot of the train tracks that run through these areas have already been ripped up and sold for scrap metal.

They must have security guards in hand cars driving up and down with searchlights looking for train track scavengers.

These private management companies have been given more power than the underlying governments ever had. They have become, for lack of a better word, a defacto privatized post-apocalyptic government.

This could be the template for the future of America’s cities. As the state and county governments continue to get squeezed and revenue continues to fall, they have to cut back the amount of money they’re paying these private companies. So what they’re doing instead is allowing these private companies to set up what are defacto private enterprise zones with complete governmental power. All of the aluminum and copper and other scarp metal that’s being stolen by the survivors is being bought by these outfits that are just beyond the fence and are actually owned by the privatized security/ government companies. They also act as pawnshops for anything that’s left. This is one way to subsidize what is a declining government co-payment.

As legitimate government funding for this diminishes, these outfits take on more and more power of government until they become virtual mini-dictatorships.

My friend told me that you go down the street and you see this barbed wire fence and right across the street is the border of a very wealthy area. You see all of the private security that the wealthy people have hired and the searchlights that are monitoring activity in the neighborhood. It’s similar to South America where you see the barrio or favela come right up next to a wealthy neighborhood. As foreclosures mount and government resources diminish, these Urban Wasteland Zones (UMZs) are expanding. Now these companies also hire themselves out to provide security for the remaining wealthy areas, so they have their own security patrols going up and down the street. In some cases it’s only one street that separates where the barbed wire fence stands and what they call “no man’s land” near the wealthy area.

This is evidently going on in cities all across the United States, just on a smaller and less organized scale. Now as foreclosures mount, this will become more prevalent in other cities. Detroit then is a template of what America’s future cities will look like.

Federal government has virtually given up doing anything because they don’t have the money. The states are right because all the money which was hundreds of billons that was promised them under the Bush Regime through Homeland Security grants etc. never came through and all they ever got was maybe 14 cents on the dollar. Under the Obama Regime, federal transfer payments have actually diminished because the regime doesn’t have any money.

You can point to these examples all over. Last week the State of California began paying tax refunds in promissory notes or I.O.U.’s. Many states and counties are now trying to settle obligations in promissory notes.

Looking at the bigger picture, we have entered this W-shaped economy and we are going to go into a second dip. When we are at the trough of that second dip, then it’s push-comes-to-shove time, which means that we’ll see about the Federal government’s ability to hold it all together. Why? Because state governments are in a defacto state of collapse and there’s not much that the federal government can do about it, other than to provide these financial guarantees, which allow the states to sell more bonds and municipal securities, the interest of which they don’t have the ability to service. They come with a federal guarantee, however, so if they go into default, the federal government has to assume the responsibility. What buyers of these notes don’t by and large understand about these federal guarantees is that these guarantees are only guaranteeing the principal of the bond and not the interest. In many cases, as Moody’s and Standard & Poor’s have pointed out, all these guarantees the Obama Regime is making are part of what is a reconstituted Resolution Trust situation. Many of them are only partial guarantees, maybe 60 cents on the dollar. Now many of the people who are buying these securities don’t understand that.

So what has been government’s response to declining tax revenue at state levels? To continuously increase cigarette tax to a dollar a package every six months. As prices increase, sales go down faster than the additional tax revenue is collected. All states have sold tax anticipation revenue bonds, even though none of them have sufficient revenue from increased tobacco tax to service the bonds. Republicans are now solidly behind a smoke-free America which will impinge on the American people’s right to partake of tobacco. That is the new mindset. They won’t make it illegal, but eventually it will make tobacco a privilege of the wealthy.

What will happen to the $150 billion of tobacco tax anticipation bonds states have already sold? How will that debt be serviced? None of the states have the necessary cash flow to service these tobacco and alcohol tax revenue bonds (anticipation revenue notes) because most of the states, between federal and state tax hikes, are increasing the price of liquor $1 per every proof gallon every six months.

Tobacco and liquor will become the province of the wealthy. The hoi polloi sitting on top of those piles of smoldering rubble in Detroit, trying to scrounge aluminum gutters – no more tobacco for you. You’ll be getting the corn husks from your local paramilitary government association.

When cash goes to promissory notes – what’s the next step from there? Government issued chits. Maybe they’ll look like the German money/ chits from the 1920s. They were half the size of today’s currency issued in One Billion Mark and Ten Bullion Mark denominations. But these will be corporate-issued chits. You’ll get a chit for so many gallons of water or a chit for so many hours of electricity. You can get a bag of corn-husk “tobacco” or coffee, which will be 10% coffee and 90% chickory, just like the “old days.”

So maybe we should all go long scrap lumber. Imagine the amount of scrap wood necessary to print al these promissory notes, chits and coupons… Just kidding.

I just watched a "History" Channel show about packs of vicious, diseased feral dogs roaming what used to be Dee-troit & St. Louis. The packs are especially dangerous because pit bulls, rottweilers & German shepherds abandoned by their nigger thug owners are breeding their aggression into the feral mutts. The show mentioned a 90 year-old White man who was mauled to death due to one more result of the stupidity, irresponsibility & inhumanity of the utterly worthless coon. :nigmelon::nigdrum:

I saw the TV story about Flint being bulldozed. Everyone on it was white, though they appeared to be the 'left-behind' whites you see in inner cities. They seemed kind of helpless, and I wonder if any mudsharked.

Maybe bulldozing is okay if you start growing crops on the soil. Better soybeans, corn and whatever as opposed to muds.

Detroit -- Mayor Dave Bing today said the city is in financial peril and that drastic measures such as eliminating city departments and layoffs must be made soon to stem the tide.
Bing said that his administration is working to make tough choices to avoid bankruptcy and the specter of receivership at the hands of the state.
"The city has a cash flow problem that we've got to solve short term," Bing said today to reporters at a news conference at an event for ARISE Detroit! "I would say in the second quarter of this fiscal year based on the numbers I've been looking at, we will be running at a deficit again."[typical nigger short term thinking]



Bing said that "there are things that absolutely have to happen, like now, to keep us from falling into that trap. And I intend to move that forward."
Measures such as layoffs are coming, the mayor warned amid contentious union negotiations. Union leaders are protesting what they contend are draconian measures. "There will be layoffs. There's absolutely no doubt about that," Bing said. "There's no way around it."
The mayor said he's got internal and external teams that are studying "those departments that absolutely are a necessity in the city."
"You'd like to keep all the departments, but that's unrealistic," he said. "So I don't want to be very specific in terms of which departments that we either will merge or cut out altogether."
Bing said a decision on the department mergers and eliminations would happen in about 30 days.

Some miscues have to do with personal behavior.

Walter James Hart Jr., who ran for a council seat in 2005 and now has a nonprofit business training service dogs, spends his time on the campaign trail talking about redemption, something he says he knows about first-hand.

Hart served 81 months in federal prison in the 1990s after being convicted of transporting a 16-year-old girl to Washington, D.C., to "train her" to be a better prostitute. According to the girl's testimony, whenever she gave Hart the money she earned, "I had to bow down to him, kiss his feet, call him 'oh messiah,' tell him, 'I love you oh daddy.'"

He later pleaded guilty to federal racketeering charges for being part of a Detroit-area group that found young women in strip clubs and forcing them into prostitution.

More recently, in 2006, Hart was found guilty in Oakland County court of a felony charge of failure to pay roughly $130,000 in child support. He remains on probation.

I aint deeid nuffin: "I believe in giving people a second chance," Hart said. "My campaign is about reform. That's what Detroit needs."

Another candidate, Robert L. Webster, the owner of Buffalo Soldier Transport, owes $53,860 in federal taxes, has lost two homes to foreclosure, owes the city $280 for a blight court violation and in April filed for bankruptcy, according to federal and state records. Webster blamed his woes on poor office management and the sluggish economy. "I've had my accountant take care of it, and I'm trying to get caught up," he said.

Then there is Hilanius Phillips, a now-retired longtime city planner, who has a $127,576 federal tax lien and owes $3,126.75 in city and county taxes. Phillips said he was hit with a debilitating medical condition around 2000 that strained his finances and forced him to tap his IRA to help cover nursing care costs.

"I am working to pay everything back," he said, adding that he is refinancing his home to pay off the debts.

Councilwoman Martha Reeves' struggle to get current on her state and federal income taxes has been common knowledge for years. Her liens currently total $209,966. Councilman Kwame Kenyatta walked away from his Rosedale Park home earlier this year after his mortgage payment was set to accelerate to an unaffordable level. And Councilwoman JoAnn Watson recently entered into a property tax repayment plan after it was disclosed recently that her house was unexplainably reassessed at an artificially low level several years ago. All are seeking to return to the council.

Council members earn $81,312 and get free use of a city car.

The abandoned corpses, in white body bags with number tags tied to each toe, lie one above the other on steel racks inside a giant freezer in Detroit’s central mortuary, like discarded shoes in the back of a wardrobe.

Some have lain here for years, but in recent months the number of unclaimed bodies has reached a record high. For in this city that once symbolised the American Dream many cannot even afford to bury their dead.

“I have not seen this many unclaimed bodies in 13 years on the job,” said Albert Samuels, chief investigator at the mortuary. “It started happening when the economy went south last year. I have never seen this many people struggling to give people their last resting place.”

Unburied bodies piling up in the city mortuary — it reached 70 earlier this year — is the latest and perhaps most appalling indignity to be heaped on the people of Detroit. The motor city that once boasted the highest median income and home ownership rate in the US is today in the midst of a long and agonising death spiral.

After years of gross mismanagement by the city’s leaders and the big three car manufacturers of General Motors, Ford and Chrysler, who continued to make vehicles that Americans no longer wanted to buy, Detroit today has an unemployment rate of 28 per cent, higher even than the worst years of the Great Depression.

The murder rate is soaring. The school system is in receivership. The city treasury is $300 million (£182m) short of the funds needed to provide the most basic services such as rubbish collection. In its postwar heyday, when Detroit helped the US to dominate the world’s car market, it had 1.85 million people. Today, just over 900,000 remain. It was once America’s fourth-largest city. Today, it ranks eleventh, and will continue to fall.

Thousands of houses are abandoned, roofs ripped off, windows smashed. Block after block of shopping districts lie boarded up. Former manufacturing plants, such as the giant Fisher body plant that made Buicks and Cadillacs, but which was abandoned in 1991, are rotting.

Even Detroit’s NFL football team, the Lions, are one of the worst in the country. Last season they lost all 16 games. This year they have lost eight, and won just a single gane.

Michigan’s Central Station, designed by the same people who gave New York its Grand Central Station, was abandoned 20 years ago. One photographer who produced a series of images for Time magazine said that he often felt, as he moved around parts of Detroit, as though he was in a post-apocalyptic disaster.

Then in June, the $21,000 annual county budget to bury Detroit’s unclaimed bodies ran out. Until then, if a family confirmed that they could not afford to lay a loved one to rest, Wayne County — in which Detroit sits — would, for $700, bury the body in a rough pine casket at a nearby cemetery, under a marker.

Darrell Vickers had to identify his aunt at the mortuary in September but he could not afford to bury her as he was unemployed. When his grandmother recently died, Mr Vickers’s father paid for her cremation, but with a credit card at 21 per cent interest. He said at the time it was “devastating” to not be able to bury his aunt.

What has alarmed medical examiners at the mortuary is that most of the dead died of natural causes. It is evidence, they believe, of people who could not afford medical insurance and medicines and whose families can now not afford to bury them.

Yet in recent weeks there have been signs of hope for Mr Samuels that he can reduce the backlog of bodies. Local philanthropists have donated $8,000 to help to bury the dead. In the past month, Mr Samuels has been able to bury 11 people. The number of unburied is now down to 55.

Cleveland leads a slew of Midwestern towns on our annual list, but thanks to high taxes New York and Chicago make it too.

The city of Cleveland has had a colorful history. The Cuyahoga River, which runs through the city, famously caught fire in 1969 thanks to rampant pollution, and it wasn't the first time. In 1978 it became the first U.S. city to default on its debts since the Great Depression. Cleveland sports fans have had to endure more anguish than those in any other city. The city has been dubbed with a less than endearing nickname: the Mistake by the Lake.

This year Cleveland takes the top spot in our third annual ranking of America's Most Miserable Cities. Cleveland secured the position thanks to its high unemployment, high taxes, lousy weather, corruption by public officials and crummy sports teams (Cavaliers of the NBA excepted).

Misery was on the rise around the country last year. Sure the stock market was up big, but so were unemployment, foreclosures and bankruptcy filings. Meanwhile housing prices, the U.S. dollar and approval ratings for Congress continued their downward spiral.

The widely tracked Misery Index initiated by economist Arthur Okun, which combines unemployment and inflation rates started 2009 at 7.3 and rose to 12.7 by the end of the year thanks to soaring joblessness. That is the highest level since 1983.

Our Misery Measure takes into account unemployment, as well as eight other issues that cause people anguish. The metrics include taxes (both sales and income), commute times, violent crime and how its pro sports teams have fared over the past two years. We also factored in two indexes put together by Portland, Ore., researcher Bert Sperling that gauge weather and Superfund pollution sites. Lastly we considered corruption based on convictions of public officials in each area as tracked by the Public Integrity Section of the U.S. Department of Justice.

We expanded the list of cities under consideration this year to include the 200 largest metropolitan statistical areas (in years past we've examined 150), which led to a shuffling in the ranks. Any area with a population of more than 245,000 was eligible.

Cleveland nabbed the top spot as a result of poor ratings across the board. It was the only city that fell in the bottom half of the rankings in all nine categories. Many residents are heading for greener pastures. There has been a net migration out of the Cleveland metro area of 71,000 people over the past five years. Population for the city itself has been on a steady decline and is now less than half of it what it was 50 years ago.

Cleveland ranked near the bottom when looking at corruption. Northern Ohio has seen 309 public officials convicted of crimes over the past 10 years according to the Justice Department. A current FBI investigation of public officials in Cuyahoga County (where Cleveland is located) has ensnared more than two dozen government employees and businessmen on charges including bribery, fraud and tax evasion.

On the housing front Cleveland is dealing with thousands of abandoned homes. The city contributed to its foreclosure problem by providing down payments to many people that could not afford homes through the federally funded Afford-A-Home program. Cleveland led by Mayor Frank Jackson sued 21 large investment banks in 2008 who he felt were complicit in the subprime and foreclosure crisis that hit Cleveland hard. A federal judge dismissed the suit last year, but the city is appealing the ruling.

A 19% decline in foreclosures last year is possibly a glimmer of hope that the housing situation is starting to improve, although Cleveland still ranks in the top third of all metros for foreclosure rates according to RealtyTrac, an online marketer of foreclosed property. Cleveland and Cuyahoga County were awarded $41 million last month from the Department of Housing and Urban Development. This money will go towards demolition of homes, foreclosure prevention and the rehabilitation of homes.

There are certainly bright spots in Cleveland. Downtown has experienced a revival over the past 15 years helped in part by the construction of three new sports venues for the city's NFL, NBA and baseball teams. The Cleveland Clinic is one of the top medical centers in the U.S. and the largest employer in northeast Ohio.

Mayor Jackson's chief of staff Ken Silliman calls 2010 a very exciting year for Cleveland. He points to three projects in development for the city. The first is the Cleveland Medical Mart which is a convention center that targets the medical and health care industries. Next is a casino plan. In November Ohio voters approved casinos in four cities, and Cavaliers owner Dan Gilbert is leading a group that hopes to have a Cleveland casino up and running in three years. Lastly is the Flats East Bank project, which ran into funding issues during the financial crisis. The waterfront development will include an office tower, hotel and space for retail and dining.

"Clevelanders over the years have developed a tenacity to deal with these kinds of situations, and we are very aggressive in attempting to solve our problems rather than awaiting someone else's solutions," says Silliman.

Other cities on the list include Memphis, which came in third thanks to the second-worst rate of violent crime in the U.S. and an alarming rate of convicted public officials. Detroit, ravaged by the ailing auto industry was forth. Flint, Mich., was fifth. Also on the list? Chicago (No. 10) and New York City (No. 16). Torturous commute times and nosebleed-inducing taxes are the high prices locals pay for the cultural opportunities and corporate headquarters located there.

Our most miserable city last year, Stockton, Calif., nabbed the second spot on this year's list. Unemployment and crime continue to be major issues. Stockton ranked seventh worst in both of these areas. Stockton residents have average commutes that are among the highest in the country and, like all Californians, they suffer from onerous sales and income taxes.

Stockton Mayor Ann Johnston says the city is working to fix its problems. It has seen a reduction in crime in recent months as it targets troubled areas with an increased police presence. On the economic front, the city recently expanded the Port of Stockton, which it hopes will attract new companies. Stockton is an agricultural community, but the Mayor says the city is working to diversify its economic base and echoes Silliman's comments about Cleveland. "We're an All-American city," says Mayor Johnston. "And it's not because we sit on our hands and do nothing. It's because we recognize our problems and work to solve them."

The president of the Detroit school board, Otis Mathis, is waging a legal battle to steer the academic future of 90,000 children, in the nation's lowest-achieving big city district.

He also acknowledges he has difficulty composing a coherent English sentence. Here's a sample from an e-mail he sent to friends and supporters on Sunday night, uncorrected for errors of spelling, grammar, punctuation and usage. It begins:

The rest of the e-mail, and others that Mathis has written, demonstrate what one of his school board colleagues describes, carefully, as "his communication issues." But if these deficits have limited Mathis, as he admits they have, they have not stopped him from graduating from high school and college. In January, his peers elected him president by a 10-1 vote over Tyrone Winfrey, a University of Michigan academic officer.

"I'm a horrible writer. I know that," says Mathis, 56, a lifelong resident of southwest Detroit. His difficulties with language were spotted as early as fourth grade, when he was placed in special education classes. His college degree was held up for more than a decade because he repeatedly failed an English proficiency exam then required for graduation at Wayne State University.

In another city, these revelations might be grounds for disqualification. But Mathis is liked and defended by many of his peers, who cite his collegiality, lack of defensiveness and leadership as more important than his writing skills. Even Winfrey, his defeated rival for the presidency, declined to criticize his qualifications.

But the story of Mathis speaks directly to Detroit's educational conundrum, as officials try to raise standards and the proficiency of its students.

Is Mathis a success story? A man who beat the odds to win political success and career opportunities on the strength of his personality and judgment? Or is he an example of the system's worst failings -- a disinterested student who always found ways to graduate, even when he didn't meet the requirements -- likely to perpetuate lax academic standards if the board wins its court battle with Bobb over control?

"It's kind of scary to even talk about," says Patrick Martin, 49, a Detroit contractor whose 12-year-old son is a student at Noble Middle School.

"If this is the leader, what does it say about the followers? It explains a lot about why there's so much confusion and infighting with the board and Robert Bobb."

"I told him just last week that he should have his e-mails read by somebody before he sends them out," said fellow school board member LaMar Lemmons Jr., who praises Mathis as a leader he can trust.

"I said, 'If somebody gets ahold of this, it will become an issue that you can't read or write. It will go around the world.' " :D

Can Mathis read?

"Yes, I can read. I'm capable of reading a lot of information and regurgitation," says Mathis, who told me he sometimes needs to read documents two or three times to fully comprehend their contents but then masters -- and memorizes -- them.

Engaging and honest
Mathis is an engaging man. When I asked him about the grammatical deficiencies in his e-mails, he didn't waffle or grandstand, instead honestly answering questions about his difficulties in school.

High school saw him bouncing back and forth between schools. "I was kicked out and kicked in and kicked out," he says with a chuckle. He credits a high school English teacher with encouraging him to graduate, getting him to attend school "once a week instead of every two weeks" by giving him an audio version of Alex Haley's "Roots," one vinyl record at a time.

He graduated from Southwestern High School in 1973 with what he says was a 1.8 grade-point average but was previously reported as a .98 average. After serving in the Navy, Wayne State placed him in a special program to help academically unqualified students move forward, on the G.I. Bill.

He stayed at Wayne for 15 years, as a student and a counselor, becoming a virtual "prisoner of Wayne," as he jokes, unable to graduate.

Mathis and another student unsuccessfully challenged the use of an English proficiency test as a requirement for graduation. In 1992, when the case went to trial, the lawsuit gained national attention. Mathis said then his failure to pass the test "made me feel stupid." The requirement was eventually dropped in 2007, and Mathis applied to get his degree the next year, after his election.

Understands struggling kids
Mathis, who can be a persuasive public speaker, retired from Wayne in 1995. He's served as a substitute teacher in Detroit schools, run a nonprofit and served on the Wayne County Commission.

In his career, Mathis has compensated for his rudimentary writing skills by seeking help from others and working on his listening and speech skills. "We picked him (to be president) because we thought he has the intelligence for it and the tolerance for disruptive behavior," says Reverend David Murray. "He has that type of calm."

Is it absurd for a man who cannot write a simple English sentence to serve as the board president? Or to lead the elected board of a district that ranks at the nation's bottom for literacy?

The questions are more likely to elicit complex answers than criticism of Mathis.

"I know he's a terrible writer. Oh wow, I've seen his e-mails," says Ida Byrd-Hill, a parent and activist who runs a nonprofit and is a member of Mensa, the high-IQ group.

"His job, though, is to represent the community. His lack of writing skills is prevalent in the community. If anybody does, he understands the struggles of what it's like to go through an institution and not be properly prepared."

Mathis and some of his supporters say his story is about someone who manages his limitations, just as others manage physical disabilities.

"Instead of telling them that they can't write and won't be anything, I show that cannot stop you," Mathis says. "If Detroit Public Schools can allow kids to dream, with whatever weakness they have, that's something. ...It's not about what you don't have. It's what you cando."

Because of his struggles and perseverance, Mathis describes himself as a role model.

Detroit Mayor Dave Bing lays groundwork for downsizing plan, but stresses patience


Detroit Mayor Dave Bing said Tuesday the city will focus on demolishing thousands of its most dangerous vacant homes and fixing up salvageable ones as he lays the groundwork for a long-term plan to downsize.

Plans to shrink or right-size;) the sprawling city by clearing out the most desolate sections and moving residents into stronger, more viable neighborhoods will take years to develop, Bing told The Associated Press in an interview.

"It's a long road back," said Bing, who took office last year. "I don't want to raise expectations, false expectations. I want to be very straight with people. This is hard work and it's not going to happen overnight."

It's not known, Bing said, how much downsizing might cost or how much of the 139-square-mile city could be involved. He wants to make sure residents are a part of the long-term planning process and buy into the city's plan.

"We're not going in and just taking people's property and saying you don't have any say," Bing said. "Those people that we can encourage and that they would agree to be moved, those are the ones that we are going to work with first."

To downsize Detroit, large swaths of the now-blighted, rusted-out city would be turned back into the fields and farmland. For much of the 20th century, Detroit was an industrial powerhouse. Now, the city of nearly 2 million in the 1950s has less than half that number. According to one recent estimate, Detroit has 33,500 empty houses and 91,000 vacant residential lots.

Federal money for renewal work will help tear down 2,500 to 3,000 homes this year and a similar number next year. Focusing on ones near schools and churches, the city will spend $26 million to $28 million on the demolitions, Bing said.

I used to live in Georgia and Georgia has 159 counties, most of which contain a nigger majority population now. As a result of so many counties and the ever-expanding nigger population, I have observed the Nigger takeover phenomena many times over the years.

It all starts with the School Board. When the niggers get through screwing over the white teachers and administrators and replacing them with their "brothers" and "cuzes", then they steal/mismanage all the tax money by hiring shills or their "cuz contractors". Most Whites resign from the school boards in disgust or from fear of possible indictments for misprision of felony (knowing about a crime, but not reporting it for fear of getting caught up in a prosecution).

The next stage is a nigger take-over of Law Enforcement. First to go down the shixter is the city Police Department. Then the County Sheriff's Department follows, usually with niggers starting out as jailers. These nigger jailers/deputies smuggle in dope or guns or other contraband (a SINGLE pack of cigarettes in a county jail that bans them goes for $100 to the guard bringing them in, then the cigarettes gets jacked up to $300 by the time ithey are doled out to the inmates) into the county jail and hustling niggers can easily make an extra $50k a year on top of their taxpayer paid salaries.

The schools are noticeably blacker and you will have to drive your kids to school or risk them getting maimed or killed on the school bus. Teachers have to stand out in the hallways during class changes to slow up the niggers from pressing their hard-ons on your daughters and copping feels while stealing their purses between the lockers. Bathrooms are no longer places to "go". White and younger students have to be escorted in and out of the bathrooms (or they will go to their next class and beg for a pass to go to the bathroom during class) to escape robberies, rapes, sexual assaults, gangs, and dope pushers. Pep rallies are incredibly dangerous places to be because a nigger herd chimping out is impossible to control. By this point, your kids have their pants hanging around their knees, listening to the latest rap, are on dope or screwing niggers or thinking about marrying a nigger and giving you little grand-monkeys for you to lug around Wal-Mart. Education is a joke because rampant Special Ed and Affirmative Action programs have cheapened the Diplomas to the point that it will take a college degree to get a business to hire your kid for a High School paying job. But don't worry, the same Affirmative Action/Special Ed programs at High School are now at the colleges, too, so a college education/diploma is not quite what it used to be. Most parents are oblivious to what is going on in their kids' public schools because they believe they can't afford the alternative. White parents tell themselves and anybody else that will listen that THEY went to school with niggers and THEY didn't turn out so bad. White parents do not understand that the ice continued to melt under their feet and it "ain't the same" for their kids as it was for them, just 20 short years ago. BUT they will know--just as soon as they or THEIR parents check into a Nursing Home.

Then the local businesses start catering to niggers and open more nigger nightclubs. Liquor/lottery/porno/check cashing stores open up while just about everything else shuts down due to repeated robberies and ever increasing insurance premiums and insurance cancellations. The businesses still open start welding bars on their windows and doors. Winn-Dixies and Ingles grocery stores fall to Food Lions and Harveys. Anytime you see pickled pigs feet and chitlins on grocery store shelves, it's long past time to leave. You cannot shop but early morning daylight hours while the niggers sleep due to increased likelihood of robberies, assaults, and murders.

By this time, the property values have all tanked because of White Flight , while the propery taxes on those who remain are maxed out to support the Black Cancer. The last official offices to fall are those at the courthouse--clerks, tax commissioners, tax assessors, attorneys, judges and finally, the County Sheriff. If Whites haven't vacated by this point, then they are there only because they are stuck in a job or a house or retired and stuck. They all wait, but have no clue what they are waiting for--in reality, it's the Nursing Home, which ALSO has been taken over by the robbing, raping, murdering niggers and the same things that happened to their kids at Public Schools will now be happening to them. But if they are in a Nursing Home, they are trapped and have no place else to go--but they will finally KNOW what their kids faced in Public School and how much it changed since THEY were in Public school.

Think about these things--people who have lived in small town America only to see these things take place and their way of life fall away--they know these words to be true. This is what is happening, as it has with the major cities, so, too, Rural America. This is NOT the same America your grandparents fought and died for. KANSAS CITY, Mo. - The Kansas City school board narrowly approved a plan Wednesday night to close nearly half the district's schools in a desperate bid to avoid a potential bankruptcy. The board voted 5-4 after parents and community leaders made final pleas to spare the schools even as the beleaguered district seeks to erase a projected $50 million budget shortfall. The approved plan calls for shuttering 29 of 61 schools — a striking amount even as public school closures rise nationwide while the recession eats away at academic budgets.
But many big districts are closing only one or two schools. Detroit closed 29 schools before classes began this fall, but that still left the district with 172 schools.

Under the plan that the board approved 5-4, buildings would be shuttered by the end of the school year. Teachers at six other low-performing schools would be required to reapply for their jobs, and the district would sell its downtown central office. It also would cut about 700 of the district's 3,000 jobs — including 285 teachers.
Laura Loyacono, 45, the parent of a 13-year-old girl and 16-year-old boy, served on a committee that helped draft the closure proposal.
"It's not an easy thing," Loyacono said. "We knew going into it that we would have to close a significant number of schools because of the budget issues and because the resources have been so diluted and so spread out that I think some of the program quality has really suffered."
Despite the need, she said nobody likes to see schools closed.
"It's a tough day," Loyacono said.
Half-full buildings
Superintendent John Covington has spent the past month making the case to sometimes angry groups of parents and students that the closures are necessary.
Covington has stressed that the district's buildings are only half-full as its population has plummeted amid political squabbling and chronically abysmal test scores. The district's enrollment of fewer than 18,000 students is about half of what the schools had a decade ago and just a quarter of its peak in the late 1960s.
Many students have left for publicly funded charter schools, private and parochial schools and the suburbs.

CLEVELAND - After months of meetings, behind-the-scenes debates and community outcries, the Cleveland School Board approved what the district is calling its transformation plan.

That plan will shutter 16 schools after classes end in June.

Community meetings will be held to discuss the safety and transportation of students to and from school. Then, at the end of the month, students will get their new assignments and learn what their walking routes and academic expectations will be.

In the meantime, changes will begin at schools that will be re-purposed, curriculum maybe redesigned, teachers could be asked to reapply for their positions and school leadership maybe removed.

"I'm open to a well thought out plan that involves the key players and the ability to recreate where we need to go. Defillo described the shooter as a young 5-foot-6 man wearing dark clothing and a dark baseball cap. The other suspect wore long dreadlocks and dark clothing.

Investigators planned to review surveillance footage from McDonald's security cameras. They found a semi-automatic handgun at the scene, Defillo added.

MEMPHIS, TN (AP) - Memphis police have arrested 29 people in a fight that broke out outside a high school and spread into a neighborhood.

A Memphis City Schools spokesman told The Commercial Appeal that no Kirby High School students had been confirmed among those arrested near the school.

Police said up to 60 juveniles and adults were involved in the brawl on Friday, but many ran when police when said they were under arrest.

Among those caught were 23 juveniles and six adults. All were charged with inciting a riot, escape and disorderly conduct, and obstruction of a highway or passageway. One of those charged is 12 years old.

Federal law enforcement considers Atlanta a hub for child prostitution even after more than a decade of efforts to stamp it out. Advocates contend at least 400 minors prostitute themselves in Georgia, mostly in metro Atlanta, with many turning to this lifestyle at 14 or younger. Pimps circumvent legal tactics by making the girls too loyal or too afraid to testify. Officials debate whether these girls are victims of sexual exploitation or perpetrators.

(Memphis - 7/1/2010) When the weather heats up, the fountains next to Memphis City Hall are a popular place for Mid-South families to cool down.

"It's a public park. There's kids out playing, and we thought, we'll come out here as well," Toni Bejko said.

But they aren't the only ones. The homeless are known to use the area for makeshift showers and baths. One man we spoke with says he uses the water to wash-up.

"The only thing I'm going to do is wash my arms and my face and my hands," the homeless man said.

"This is our first time down here," one grandmother named Janice said.

It may be her last.

The On Your Side Investigators put the water to the test, taking samples from the fountain and this pool area nearby.

The state says there shouldn't be any E. Coli in swimming pools, but we found levels as high as 58 cfu in the pool. This indicates there is bacteria associated with feces in the water.

In total coliform, which includes rotting vegetation and human and animal feces, the state says more than four colony forming units are unacceptable. But in this pool, the results are off the charts -- more than 2,400 cfu.

"I'm really surprised. I guess it should be blocked off and the city should be testing it as well," Bejko said.

We took our results to the city to see if they plan to take action. In a written statement, it told us "the fountain was never intended to be used as a public pool" and that it "took steps to at least make the water safe to some degree."

We found some of those steps were taken the same day we shared our results with city officials.

Chlorine tablets were placed in the pool area, but there was still debris and trash in the pool too. We also saw evidence that someone has been bathing in the pool and fountains again.

When we shared our results with Janice, she and her grandson packed up and left.

(MEMPHIS 7/2/2010) Nobody is happy about this. The Main Street Mall fountains at Memphis City Hall are a place where parents and children often spend these hot days of summer cooling off. They really shouldn't. News Channel 3 Investigators tested the water at the fountains and at a nearby reflecting pool and found high levels of bacteria. E-coli was the main culprit, and the Tennessee Health Department says any amount of e-coli found is too much. The solution to this problem might not make many folks happy.

They can repair the fountain filtration system. All they need to do is find two million dollars. Memphis City Chief Administrative Officer George Little says that's not going to happen. "Another option we would have would be to put up a fence. Part of the value of the fountains is the aesthetics…the way it looks. It really helps to liven up the plaza. The third option is turn the water off. We would hope we would not have to do that, but alternatively if it comes to that, that's really the most viable choice we would have."

We noticed some people keeping their children away from the fountains, following our report. "It is regrettable that it comes to this," Little said, "…but it's like many things in the public sector. I have never been more disgusted or shocked by what I witnessed Saturday night at the Anacostia Metro. I went to pick up a family member at the Metro, and just as she was telling me about the fights (Yes, plural!) that happened on the Green Line train [between L'Enfant and Anacostia], we witnessed a group of 6 to 8 young black teenagers kick, stomp, punch and push a lone teenage girl.

I could not believe my eyes! I also could not believe there was not an officer in sight.

When the family member arrived, she had her own story as well:

When she got on the train toward Anacostia, a group of teenagers proceeded to verbally and physically assault a group of young women. One of the boys threw a bottle and another threw the contents of a bottle in one of the woman’s face. The assaults got so out of hand that some people landed on a woman and her baby.

The attacking group had the doors to the train blocked so people couldn’t get off the train. My cousin told me she was so scared that she hid behind some seats and pulled out the box cutter she used for work.

One spectator who took the above video offered the video to Heywood to use as evidence against his attackers. But only if he paid for it.

The best defense against home invasion is not only owning a gun but being able to afford the high costs of renting in a white enclave.
